In case of the failure of the electors of any district to elect the delegates to which they are entitled, and In conformity to the call of the national committee, the delegates elected to the state convention from such district will be authorized to meet in separate conven tion and elect said delegates. It is recommend ed that in such counties as have changed their political subdivisions by the organization of new precincts, or the adoption of township organi zation since the last election, the appointment of delegates to the couuty contention be made in accordance with the old precinct boundaries.
