Washington has been gay and joyful for the past few days under the influ ence of bright sunshine and blue skies. The Senate and house of representa tives are of course still busy talking ttriir. The Senate has reached the cotton schedule of the bill and in order to make more rapid progress has been holding nightly sessions, indicated by the bright light in the dome of the Capital. The House has spent time this week experimenting with chemi cals, rattling glass ware and property, and is still behind the Senate in its work on the bill. Some of the more earnest of the Republican members of the House complain that their mem bers generally do not realize the im portance of the situation. They can not hope for the passage of the bill without hard work, and yet it is diffi cult to get them in their peats and dif ficult to keep them there. Since only twenty-two more working days remain of this session the difficulty of reach ing unanimity upon all the details of the tariff bill render it almost an im possibility for the bill to be passed, hut if the Repnclicans would make a record which the people will endorse in the campaign it would be wisdom on their part. As for calling an extra session in case of failure of the bill, the President would hardly appeal to a Democratic Congress to carry out the views of tariff reform expressed in his message after a Republican Congress failed to do it The large percentage of millionaire candidates elected to Congress now a days cannot f.ul to attract atten tion. The prime requisites always are brains, integrity, experieuco in affairs, and desire for the common good.
