be held at the Court House in Red
Cloud on Wednesday, September 13tb,
1882, at 1 o'clock p. m., for the pur
pose of placinc in nomination candi
dates for the following offices), to-wit:
Representative,
Commissioner 2d District,
And to elcct delegates to State,
Congressional, Judicial and Senatorial
Conventions and to transact such
other business as may properly come
before it. The several precincts in
the county are entitled to the follow

Whereas, a joint resolution was a
dopted by the Legislature of Nebraska
at tho sixteenth session thereof, and
approved Fobuary 26, 1881, proposing
an amendment to section oue(l),article
seven (7), of tho Constitution of said
State, and that said section as amend
cd shall read as follows, to-wit:
"Sec. 1. Every person of the age
of twenty-one years or ui wards, belong
ing to cither of the following classes,
who shall have resided in this state six
months, and in the county, precinct or
ward for the term provided by law,
shall bo an elector:
First. Citizens ol the United States'
Second, Prsons of foreign birth who
shall have declared their intention to
become citizens conformably to the
laws of the United states on the subject
of naturalization, at least thirty days
prior to an election,"

of the balloting in ?hc Republican Con
greawtocal Convention, held here to
day, was an anomaly in the history of
nominating conventions. There vr
about aa many candidate aa there are
counties in the district. Govener C
C Carpenter the prwent Representa
tive, was and had been the leading
candidate, Colonel John Scott, of Story
second, Major Holme, of Boone, third
Secor, of Wincbago, Bemon and Kee
vca, of Franklin, Glass, of CerroGoido,
and several others.
Goventer Carpenter could go into
the convention with atout C2 or 03
voles, sure. Neither of ibe othcrs could
go in with much of any strength above
their own counties. It needed scenty
.votes to nominate. The convention
was called to order at 1 1 a. v., with Mr
Morse of Harding, as temporary chair
mana Carpenter man. The commit
tee on permaneut organization mado
this same man permanent chairman.
In the recM for dinner it was found
out that all tho candidates except
Holmes had made a
COMBINATION TO BEAT CARPENTER,
and nominate Scott. A caucus of tho
Carpenter delegates was called just be
fore the afternoon session, and it was
decided if in case Boone and ono or
two other counties cast their voto sol
id for Bcott ou the first ballot, and that
a formal ono, as the plan was, then
Webster aud the other counties that
were for Carponter should go solid for
Major Holmes, of Boone, and then
have a Carpenter delegate go to the
Boono delegation aud have them
change over to Holmes, their own man
which would give him enough votes to.
nominate him. When the call of coun
ties was made Boone went solid for
Scott and so did several others. This
made the

wild with enthusiasm. They shouted.
they yelled, they threw up their hats
and tore things generally. The ballot
went on till Scott had eighty-four votes
fourteen more than necessary to a
choice. The screaming of Scott'b friend
here knew no bouuds. Webster coun
ty was called fifteen votes for Holmes.
