FSESICS27T ABT2U2. & For tho fourth time in the history of this country, a Vice-President has been called to the executive chair made vacant by the death of his prin cipal. In a very .quiet way General Arthur yesterday, took the oath in the presence of Chief Justice Brady and. assumed the duties of President of the United Btates.yNo man ever assumed a greater responsibility with uch deep reluctance. No one ever realized more fully that his position of dignity and power is a sacred duty not a coveted prize. No man ever entered upon the administration of thisliigji office under such deep and delicate embarrassment. In the pres ence of death, when the whole nation is limited in sorrow, he is called to fill the place of a man whom all revere as a martyr. Uufortunately, too, differences of opinion on minor politi cal matters had somewhat scperated him from his chief before and after his election and particularly a short time previous t6Nthe terrible' tragedy. Partisans, ever ready to widen everv breach in the ranks of the party, mag nified thokc diflJ2tG0CS and declared a hostility'b'etween the two great tiimc of winch they were themselves prob ably was never, concious. And when a mad-assassin shot down the Presi dent and declared himself a stalwart of the stalwarts, and that tho terrible deed had been performed for the pur- poso of making Arthur PreBitMlf, there were found manyjpijfrtPTOcuso the ViceTresidentfifeas? indirect responsibility in crime. The fact that he waJy? apparent gainer by the dtjHa.class. of politicians too base tojofe for a higher motive, was a suffiajjtW evidence of acquies cent ofcimDlicitv. Wasuisotox Sept. 36, 18Si. The advent in our midt of Jong absent faces, remind us of the de parture of dog day?, and the oncom ing of the time of the rem and yellow leaf. The work of preparation for the winter month has begun in good earnest; and house-hunters are on tho tramp. The city, from present indication., will poon be filled with winter residents and sight-seer. The Hotels are being rcnorated, and the boarding hou.-es are in the hands of artisans, skilled in the mysteries of wall paper, paint and white-wah. With. much of mystery and little real satisfaction, the people have watched the Bulletins from the sick room, with a concious belief that the reading within the lines disclosed what at last Dr. Bliss frankly admit: a poisoning of tho blood with which the patient sufferer at Elberon has been having a hard fight for weeks. Eager as was the anxiety of the resi dents of the Capital to hear hourly the condition of the President, while the sufferer was domiciled at the White House, the desire is intensified now that he is far away by the sea. It is the one absorbing thought, the last breathing prayer of tho evening, and the first expressed desire of the breaking morn, that God would spare the nation's President. TJie celebration at Yorktown, has awakened an interest throughout the ! whole country, that will make it one of the grandest affairs of our time. Mr. Blaine, Secretary of State, has been akcd to take the placo of Presi dent Gai field and make the opening address; Rev. Robert Nelson, grand son of General Thomas. NcNon, who fired a cannon ball into his own house to dis lodge Cornwallis, will offer the opening prayer. As a part of the ceremonies a demonstration will bo made in this city which will outdo that of the list Inauguration. With railroad fares at $5.00 from Chicago to this city and reduced rates on east ern and southern roads there will be such a hegria of visitors to tho Capital as was never before seen. The Commissioner of Internal Rev enue is after the banks with a very sharp stick, expecting to realize a cool $1,000,000. Why not affect a compromise'by crediting a very large amount that is now due tho banks as a refund of tax on premiums pain for U. S. Bonds in the organization of National Banks, which tax was re quired by an improper ruling of thc Department. Presbrey & Green, at torneys of this city, presented to the Treasurer of tho United States, a claim for refund in the case of an Ohio bank, and it was promptly re jected. The attorneys brought the fore the Attorney General, ed the tax was illegal.
