After readinir ye.-terdnys journal the morning hour was dwpen-eil with, and the house went into committe of Ihe whole on the Icjriilative. executive ami judicial appropriation bill. The committe without concluding the bill, roe. and Mr. Singleton olfer ed resolution according the privalege-. of the lloor to the ladies who hae not been aide to obtain eatis in the galler ies. The resolution being adopted u Urge number of liulies entered the chamber and obtained c:its. Singleton V rc-olution being mlopteil, a large number of ladies entered the chamber and obtained cats, and at u a few minutes jia-t I'J o'clock the door keeper announced the arrival of the Vice-President and the. Senate, who then tiled into the chamber. Vice President Wheeler took his seat on the right hand of Speaker Haudall, and Senators were accommodated with chairs in front of the row of desk. The Vice-PrcMilenf called the assem bly to order and said: "The two Hous es being assembled in pursuance of constitution that the votes may be counted and dec-aired for President and Vice-President on the fourth day of March ISSl. it being my duty under the constitution, as President of the. Senate, to open the certitiertte: of elec tion of the several states of the union in the presence of the two Houses, anil I will now proceed to the discharge of that duty." The tellers. Thurman and Hamlin on the part of the Senate, and Hou-'e and Crowley on the part of the Houe, having taken their places at the clerk's desk, the Vice-President said: "I open a package purporting to contain the certificate of elector of the state of Alabama, and hand the certificate to be reported by the certifying teller." Having been read very slowly by Senator Hamlin, and having shown that the electors of the state of Ala bama had cast the ten voles of the state for Winiield S. Hancock for Pres ident, and ten votes for Win. II En glish for Vice- President, the Vice President said, "The vote of the state of Alabama having been recorded. I now open and hand to them the certi ficate of the election of the state of Arkansas." The six votes of the sttc of Arkan sas having been recorded for W. S. Hancock for President and W. H. English for Vice-President, on motion of Mr. Regan the reading of the mere ly formal portions of the eorthicate was dispensed with. The certificate from Cnli&rnia show ed live of the six votes of that state to have been cast for Hancock and En glish, and one for Garfield nnd Ar thur. The three votes of Colorado were re corded for Garfield and Arthur. The votes of Pcleware were recorded for Hancock and English. The next certificate handed the tel lers was from Georgia, and it was read hv Crowlev. the reading in full being demanded by Springer. The certifi cate shows that on the eighth of De cember 1SS0, the eleven votes of Georgia were cist for Hancock and English. The' Vice-President then said: It appearing from the certificate just read thai tho vote of Georgia was cast on a day other than that fixed for the casting of such volo by an act of Congress in pursuance of the con stitution of the United States, the re suit of this certificate will not be recor ded until, in the language of the con-current resolution under which this count proceeds, it will appear whether the counting or the omitting to connt such votes will change the result of the election."' The twenty-one votes of Illinois MCere then recorded for Gariield and Arthur, and the votes of all the other ftates disposed of in the same manner dWn to Wisconsin, the last stite on the list.
