On motion of 3Ir. Kaley, of Web ster county, the temporary officers were declared permauent ones. 31r. Kennard was then called upon and gave some idea of this road. What is now planned to do so far as bpeakiug for himself was to get up a company to get up articles of incorpor ation. These articles would of course liae to desiguate a route, and theu comes the stick. Beatrice has a route planned and a- bill before Congress, ile would suggest that lie line from lieatiice be taken aud built from there. In abort words his iheory would be to ruu two branch lines out from. Beat riee, and the other running north aud west of there. Ile thought there was enterprise enough among our people to build and operate the road. iu. aud by Nebraska, without giving it away to outside corporations. It could bo built by Nebraska men, if they would tafce hold of it. He had no hidden plan in this convention. The idea of calling the convention together, was to see if there was enough energy here to build and operate this road. We have heard it said often, that our roads are not operated in the interest c Nebraska, Let us got together by counties and see what there istaogibib 'in the plans for this road. Such efforts are very much to be de plored. Nothing is more needed on this frontier than the -uic execution ol"the law. ltuscals and cul-throat are bold aud ply their vocal ion of rob bery and mauler, because they think they can do it with impunity because they think that by some hook orerook they can avoid paying the penalty for their ciimes. The false clemency that wou'd save Dodge aud Smith would thereby con sign many au innocent aud honest froutiersmau to an untimely grave. The question cannot be confined to the.-e de.-peradoes alone. It is uot simply whether they shall die or live. It is whether they shall die at the de mand of violated law, or whether in nocent and useful men shall die by violence and lawlessness. Through the influence of this mawk ish sentimentaliiu, villiatia are encour aged in their murderous work, and honest citiz-ns arc subjected to their domination until they -hall be goad ed into vigilance committees and Lynch law ; aud so, in the end, a hun dred fold more blood is shod than if the law is allowed to take its course. Commutation to impri-onmene is scaioely better than absolute pardon. It affords a hope of . ultiur-tc escape, which, iu fact, is usually realized. By one means aud another, the ciiminal inanaac- to get outside prison bar.-, and thenceforth plie.- his bloody work all the more vigorously. Dc.-pur.uloc do not materally fear imprisoipuent, and it affords no adequate piotcction especially to frontier society. We repeat it Let the law take its course Let such blood-stained cut throats as Dodge and Smith pay the just penalty of th-ir crimes. We earnestly hope Gov. Gaibcr will not be induced to yield to these false plea:, for clemency. True clemency clem ency to those who-e lives aie worth saving demands the execution of the law, without feir or favor. NORMAL SCHOOL. The following from a correspiuiden t of the Lincoln Hilar, eonceining the Normal Schools of Kan-a. is woithy uf serious consideration, and is about as applicable "to the latitude of Ne braska, or anywhere el.-e, as of Kan-sa--. The fact is that some Normal Schools have no proper conception of whatshouiu be their peculiar character and mission, and are making nonde scripts of thcm-elves which it will net be strange if the people soon re pudiate. "These iustutitions are too amb: tious by half. Theu ii. work, very lm portant work, for a normal school to do, were it mode-tly content to do that w.rk. Heretofore, too generally at least, these Schools like Agncultu ral Coheres, instead of contending : themselves with their legitimate tech uicd work, have invoked the held that by universal sufferance belongs prop erly to the College and University, have dabbled generally in the higher Education, making their own proper work entirely subordinate and some times a barely tolerated snd most dis agreeable incident. They have donenhis under varicu. spaeious pretexts the most Usual one being the preteiue that one must bo well grounded in Latin. Greek, tin Higher Mathematics and Bhilu.-aphy generally, in order to be au efficient Common School teacher. Granting the premise, it dos not at ail follow; that these schools should furni-h that higher Education, for in that case, they should supplant the University at once." Normal Schools have a tfcnic.il work to do let them cmtine themselves to that woHc. The plea on wnich they go out-ide would with espial force apply to any other technical School as Ltw or Med ical. With equal pertinency m:ght we say that, to bo an efficient lawyer, one should ffe well grounded ia the Class ics, Logic, Phylo.-ophy, el nl, but this all admit, is uo part of a law school FOB 1875.
