county in the State. The circular in
question calla for a compliance with the
law requiting precinct assessors to take
the cchsim of their respective district?.
The ostensible object of the Governor i.
to secure an accurate knowledge of the
population as a basis' to demand an addi
tional member of Congress. We have,
in season and out of season, been an ad
vocate of increased rcprcs2ntation ; and,
I in fact, have said ."-o uiuch on that sub
ject as to call forth sonis ridicule, from
the unthinking. The law mentioned
should he complied with because it i a
law, and if any advantage can be gained
thereby, it will be incidental. A groat
advantage will be -gained, however, even
if the increased representation project
should fail. In the older counties the
increase of population has been steady
but slow in comparison to the new coun
ties in the western part of the State.
The census of 1S70 lb run a very good
ua-is on wuicu to estimate tne popula
tion of tho counties bordering the Mis
souri river. Rut since the completion
of that cenus a score of new counties
have s-pruug into existence, and a doz n
"others which at that time were nothing
but isolated colonies have became popu
lous, and wealth'. In February ItiTO,
the Legislature of Nebraska passed a
memorial asking fur troops to protect
the settlers of Jefferson county. Since
that time the entire South Platte coun
try of Nebraska, even to the Colorado
border has been moie or less filled with
settlers, adding thousands to the popula
tion of the State, until our own observa
tion leads us to believe that tho most
suuguinc uiider-cstimate, rather than
over-estimate tho true number of people
within the limits of Nebraska.
In this part of the State and in this
Senatorial and Representative District
the -people have a special interest in
having a, correct enumeration made. We
call for increased representation, and ate
entitled to it upon just and righteous
pi indoles. We have one-Gfth of the
population of the State in our Senatorial
District, and. have one-thiitecoth inter
est in the Slate Senate. Taking the
vote of 1S72, we had by official return or
the votes cast, just about one-hixth of
the vote ol th' entne State. Ry all
means give us moro representation, but
begin in a small way at first, and let the
Legislative districts be fairly drawn, and
then w can believe the motive an hon
est one, which call for another Member
of Congress.

The Governor has issued a circular to
all countv i'ouiniieioners, calling atten
tion to the law which requires the pre
cinct assessors in esieh county to unta
an enumeration of all the people in each
precinct. Perhaps the assessor as they
have heretofore done, may think that
bc-cause the law making this their duty,
affixes no penalty for thnir nocb'ct uf it,
they may violate it with impunity. IJut
we remind them that they are liable
upon their bonds and that the neglect of
no otticial duty can be justified it any
body chooses to file a oomphint agiiiit
thrill. The plea that it "costs so much"
to make the enumeration, is a very idle
one. The additional labor where an as
sessor visits every hmie, a? he luut do
if he discharges -m" part of his duties
faithfully, of tolling the person to put
down on tho blank return, the number
of dwellers in such, u house is a very
Miiall matter to growl about. The
County Commissioners should see tha'
the assessors do their dutv this year, and
the advantages that may accrue to the
State from this work will he very appar
ent when the returns are all in Lincoln
Journal.

Reports are current that about the
middle of the month a war-party or Si.iux
was returning from a cticcevfu! raid on
the Pawnees, strurk the thin settlement
and trapper's camp, on the. North I)npc
Fork, at the mouth of Pebble Creek,
and committed ome thefts. When the
facts were ascertained, a pa'ty of whites
numbering about a dnzen, folio wfed in
pursuit and overtook th Indims. A
parley was held, in which the Indians
refii't'd to five np anv of the prujvj-y
except an old overcoat, whereupon the
white.s wuhurew and a fi:ht ensued, m
which Mr Littiefield, of Sutton. Clav
i county, was hot through the head and
I instantly killed. After an hours' battle,
the Sionx withdrew takine with them
their dead and wounded, the number of
which i-unlnown. Mr. Littleficld'a re
mains were tsken to his friends at Sut
ton for interment Lincoln Leader.

Senator Hitchcock has introduced the
following bill, which we trust will be
come a law :
A bill, auiendator of the pre-emption
and homestead laws.
Ie it enacted by the Senate and House
of Representatives of the Hni'ed States
of America iu Congress assembled,
That where any person shall have
heretofore filed, or may hereafter file, a
declaratory statement, for entry of land
under the pre-emption laws, or an appli
cation for homestead, under tho home
stead laws, and who shall heretofore
lmv- failed, or shall hereafter fail, to ac
quire and perfect title to the land claim
ed in such declaratory statement ur
homestead application, from any cause
except from ale of his or her right
thereto, such I'dUtro shall not preclude
him or her from the right to file another
declaratory sttftnent or homestead ap
plication for "another tract, and acquire
and perfret title to such tisct as it is
hereby declared to be the true intent
and weaning of the pre-emption and
homestead laws, that such individual
may acquire title to one tract of land
under each or either of said acts, while
at the same time to guard against the
holding of incipient richts to such tracts
for speculative purposes.
Sec. 2. That any person having filed
his declaratory statement or hn'mcs'fi'id
