luminous dial-face in the center of the
splash-board, prevents the necessity of
unbuttoning the greatcoat to have re
course to a watch. I only hope his
royal highness will pick up Sir Edmund
Henderson one day, and show h;m what

There are ten kills before the house,
containing various reforms in out sys
tem of education aud propositions tor
its enlargement. Two of these bills
prope the lection of additional ur
aaal echaels, one by Horn. Jo. W.
Brown, which proposes ths estaaiish
ment of a normal school at Albion,
Boone couuly, at a cost not to exceed
$10,000 for building and f,009 for
the furniture; another, introduced by
lion. C. C. Wyatt, locates an addi
tional normal school at Norfolk, Mad
ison county, at a cost not to exceed
15,000. There is a bill by Air.
Windham authorizing school boards
te admit nou-i evident p upils at a iixtd
rate of tuition, also authorizing own
ers of real estate adjoining the dis
trict in which they teside to send
pupils to an adjoining district. There
is a bill introduced by Mr. Sloc-iimb,
which provides for compulsory educa
tion and requires parents, gnarclians
and other persons having control of
children between the .ages of eight
and sixteen to cause such child to at
tend some public or private school
at least twelve weeks in each year; six
weeks, at least, shall be consecutive.
This bill authorizes, in lieu of school
attendance, sixteen weeks of home in
struction. If this clause is adopted
the whole bill mizlu as be put in
the wasle-basketj. The pvnaity for
violation of this compuisorj- schoel

state, viz.:
