THE HERALD. TELEGRAPHIC ! IMPOBTANT CABINET MEETING STATE MENT OF OEN. RUGEK. Washington, Dec 1. . There was a full meeting of the cab inet to-day and the session continued more than three hours. The principal questions discussed related to events at the capital oC South Carolina, based on a telegram received to-day from Gen. Ruger, of which the following is the extract : have carefully abstained from any interference with the organization of the heuse from the first. On the application of the governor and on my own belief for th necessity thereof for the preservation of peace, I placed troops in the state house, but not in the assembly rooms of either house, on the day of meeting. It came about that for a time soldiers were placed on either side of the door at the en trance to the hall of representatives, under the following circumstances: A person at the door of the house, and who claimed authority to examine the certificates of those claiming to be membeis, prior to their admission to the hall but who, I think, had no legal authority for so doing applied to the officer in command of the troops placed in the corridor for the preser vation of peace, f or assistance, on the ground that he was being pressed. The soldiers were placed as staled, As soon as I was fully informed of the circumstances I ordered the seldiers withdrawn,a3 I had previously inform ed Gov. Chamberlain that I should confine my action to the preservation of peace and should do nothing with reference to keeping the doors of the rooms of meeting of the lipases or the rooms themselves, unless it becomes necessary because of breach of the peace, which the civil officers of the houses should be unable to restore. No act was done by the soldiers except that of their presence as stated, but whilst they were so present persons claiming the riht of entrance under the certificate of the clerk of the su preme court, were refused admission. After the adjournment of the cabi net, inquiry was made of the members to ascertain the result of their deliber ations, but they decline to make any communication. It is known, howev er, that additional instruction of im portant character have been sent to Gen. Ruger. Reports prevail of a disagreement concerning South Carolina affairs. Oc casionally much earnestness is express ed, particularly, it is said, by Secretary Pish opposing the administrative poli cy in that State, and rumor goes so far as to say that the Secretary contem plates resigning, but this rumor is not generally believed, and the reports can not be authenticated. TIES SPEAKERSHIP. . The speakership contest is waged to night with very great animation, and the friends of Saylor, Morrison, Cox and Randall express themselves equal ly confident. Not enough democratic representatives are here yet to warrant an expression of opinion as to the prob able successful candidate. 5 , PUBLIC DEBT. The debt statement shows a decrease during the last month of $436,602; coin in treasury, 798,814,71 ; currency; $11, 743,215,23; special deposits for redemp tion of certificates of deposit, $40,725, 000. rniLAPrXPiiiA, Dec. 1. The main building of the internation al exhibition was purchased this morn ing by the international exhibition committee for $250,000. TWEED DISMISSES HIS COUNSEL. New Yoke, Dec 1. The Herald announces that Tweed has determined to dismiss all his coun sel and let the law take its course. The Herald prints the following dis patch, dated Colunbia, South Caretlna, December 1st, at 1 a. m: The houses are still in session, the members are sleeping, smoking and conversing and a few of them listening to the elo quence of a negro from Charleston Co., known as Fancy Bill the San tee orator. Both parties will hold the fort till to morrow. The democrats know that if they go out they will not be readmitted, and they propose to stay until 12 a. m. to-morrow, when the Laurens and Edgefield delegations will doubtless be ejected by federal soldiers. The scene in the hall at this hour is unique and interesting. Speaker Mackay, republican, remark ed to me a few moments ago that this was the first free squire meeting of the legislature that had ever assembled in South Carolina. There is a free and easy air about it that does not agree with the situation as it really is. THE SITUATION IN SOUTH CAROLINA. Columbia, Dec. 1. Everything remains unchanged. Beth parties in the house are expect ing federal interference. Gen. lluger has done nothing yet with regard to excluding the members from Edgefield and Laurens counties from the floor of the house. There can scarcely be a change before to-morrow. A proposi tion was signed by the two speakers to adjourn the respective houses sim ultaneously to meet to-morrow at noon with the status of each unchanged, to take effect immediately, provided Gen. Ruger would agree; but Ruger refused on the ground that he must obev or ders if he received them from Wash ton. The situation is unchanged. Both bodies have occupied the house of rep resentatives since 12 o'clock yesterday. Numerous propositions foracompn mise availed nothing. It is now half past one and the U. S. troops have not interfered. The democratic represen tatives from Edgefield and Laurens are still in their seats. It is now like ly that a sufficient number of republi cans will unite with the democrats, in which event the entire matter will be 8 ?ttled. FIRE. New Orleans, Dec. 1 A fire broke out early this morning at the corner of St. Bsrnard and Clay bome streets, has reached and crossed Esplanade street and is still burning. Three blocks have been destroyed. Later As far as could be ascer tained the following is the number of houses destroyed by the fire this morn ing: Twenty on Columbus street, 24 on Robertson, 2 on Vilere, 3 on Mor ris, .10, with the St. Anna Church, on Esplanade. The dwellings of August and Amades Coutrie, Abrara Roca, and Clark Croseat. superb residences on Esplanade, were consumed.
