The first quarter meeting of the Ed
ucational Asjociation of 'Cass County
will be held at 3It Pleasant, hoA ining
oa Friday, March 23th, at 10 o'clock,
A.M.
The teachers of the county are ex
pected to be present, and friends of
Education are cordially invited to attend.
At the last meeting of tha association,
a permanent organization was effected,
and it id confidently boned, that, through
the agency of this organization, and the
encouragement of parents, patron?, and
friends of Education, an impetus may
be given to tho cautsc in our own county
that will send it upward on the ascend
ing scale.
Cass county must not rank among the
lowest in regard to public Education.
The farmers cf Cass will not, mvt not
permit this stinging disgrace to mar
their fair fame. Come then to our
social as well as educational meeting.

"How many youth in Nelrrat-lca, are
never enrolled in our public ft hoe's?"
This question was propounded to us, a
few days since, and in tLe. absence of data
we can enly approximate a satisfactory
answer.
The question is, without doubt, one
among the gravest that can be addressed
to parents, guardians, and friend of
Education, and one too, which calls up
for reflection, the very "exudiency, of a
eystera of public instruction.
No person can reasonably doubt, that
the founders of the present system of
public education, contemplated the edu
cation of all the youth. The hope and
desire, of perpetuating the State, ren
cored tiie education or the masses, an
imperative necessity : and in fact, the
hope of perpetuating free institutions,
is the broad, wl-e, and patriotic basis
upon which rests the American System
of PuV.L Education.
Vf'e understand then, that the great
object of an edueitioir.I system, sup
plied by the State, is to qualify the
citizen in the child, for the Letter dis
charge of ilia Jutic-3 of one, who is in
every sen.-: 3, a socerciy of tho State;
and waat better uean3 to secure tri.-
en J, than for thi State, to begin with
the child, in infancy? Eat to return t.

statistics are extant, which show that a
Hrgo percentile of the children in every
State of the Union are nuver enrolled in
our p ublic school?, nor in any school.
Tire Feb. No. of the American Jour
nal nf Education contains the following

nia: "It is sirrtfd that there are thous
ands of children in the State who attenl
no school but that cf the streets, and
there Lro many others who iu early life
are compelled to work in mines, facto
ries, and machine shops, and thus amidst
nil educational advantages, grow up m
The number of children in Pennsylvania
who do not attend any school have been
estimated at 7.3, GOO, Philadelphia alone
having ll.OOL). This is the fountain
head from whjr.ee come nine-tenths of
all our criminals." Thus it is with one
of the most important Stat.03 of the
Union in point "of wealth and influence,
and one whose educational advantages
are second to none in the Union. Ho
is it to-day in the young commonwealth
of Nebraska? Would it be assuming Uo
much to say that more than 10,000 child'
ren in the State are never enrolled in
our publie schools? In District No.
Five ia Cass county, there is an aggrc
jrate enumeration of 177 scholars. Of
these about 12.3 have beea enrolled dur
ing tho past year ; ai;d we believe that
in this district the enrollment will com
pare favorably with that of any similar
district in the State.
It will readily bo seen that about
thirty per cent iu this district have uever
entered the sechool room.
Wa will deduct, say ten per cent, for
removals and for ether causes, and this
leaves twenty per cent., or one-fifth of
the children who never atteud school at
all.
The last enumeration shows, that in
Cass county there are 3.207 scholars, of
whom, one-fifth or more than C50 from
certain causes are never enrolled in tha
public school or tiny school 1 What!
can this be true in such a county as Cass
and in so intelligent a community of cici
zciis? Douglass county the most
populous county in tha State is accred
ited with an enumeration ox 4,532, and
applying the above per cent, would show
that 900 children in that county never
enter tho 6chooltoom. Richardson
county, with an enumeratiDa of 4;15u
would have 800 in cho same unfortunate
circumstances, and Otoe county, with au
ennmprnnon of 3.S4o would swell the
aggregate more than 700 more. .Noma
ha county, than which perhaps there is
no better in tho State, would add more
than 600 to the same iit, and Lancaster
would add another COO to tho tame.
The last report of Superintendent
McKenzie, shows that there are o.,l

appreciative of education than those cf
other communities, but tho facts even
at the present tiaie, imperatively de
mand the attention tf those, who would
see our Educational system Hourish un

question, 'Is there a Remedy,' wa know
is often asked, and as-yet no solution hns
been given, which gave satisfaction to
all
Vhafever the remedy may be, if in
deed there be one at all, must be such
that it will reach the iiuh'y'crcicp. and.i;i-
dulgencc of parents and guardians, &r
is upon these classes that the responsi
bility re.tr, or that through their influ
ence or rather thcr ir,diSc-renc3 and in
dulgence, ten thousand young, . tender
and innocent human beings, entrusted to
their guardianship and protection, are
kept out of the public schools ! Far
more preferable would it be, if our
hoois were patronized voluntarily, but
if there is a dereliction of duty cn tne
nart of these tv.o clashes, then what
moral wrong, what crime, could the
Stats be guilty cf perpetrating, if she
should compel attendance in r.cr schools?

well to remember that thecommittc-e was
appointed bv "Sunset" Cox as tern

five members com rinsing it belong to the
Opposition, two of them being Democrats
and the other a ho. rep. It may i.e wei
enough for Democratic journals not to
forget this when ce-mplaining of the
partisan character ot ttiat report.
