. udi Wj. 'X J - - - - -- f. i 1 liv i (f) H 5 J X There nro various forms of voting, both in Masonic LoJW;S, aiiiiuihe era! tranactumsof other Societies ia the world, which ir.ay'Lts divided into two csneirtialy diJTercr.t luethocU The first," rheie the vote i-recorded oponly, so that all present may know to whit fcnJ it Is jpivcn, tlu other, whvrc it is given x-retiy. so thntthe purpose of the rote is niily known to the person recording it. Thus we have the di-tiact forms of open ami tec-ret vol ing, -both of which are made use' of in Masonic Loilpe., the former in the ordinary method of signi fying assent or di.-.-cnt in passing ret.o!u lution, and in ejnfirnjini the minutes, &c., and the latter in deiertriiiiiug upon the choice of Master and other electire officers; and in the election of a candi date for initiuiou into oumtfstjrico, or for afuliation with tle LoL'c. In its application with retrird to Free masonry th-j Lallot U used for two es- sentia'ly cliff rent purposes, which we. may term: I. This Qtmpt-tiilve Ballot, and II. -The Eltc'ute or Exclusive Bal lot. Tha firt.-pr CoTpe'Uive form of bal lot, ii emnloyed i:i the lection' of mins ter and oilier- of the'Lodco. la lids form of haI!')troQttf a nouiber of mem ber-, who may bo equally ;wi il-fH-i!tBed to di hart: the duties of the olfico for which'the -elect inn i-i wml3s itisiiocos t-ary that the LodVe should, by a luajori ty of its members, apfK.int to such of fice the oti3 brother whose acceptance of its duties will, in their 'opinion, best conduce to th-i ben-hr or the Lodge. In an election of t!m kind it i emin ently the duty of the Craft, to consider wich great care and attention the quali fication of the several .individual.-) who are eligible for the oilic-e in which it is proposed to place them, and when the election has been decided in favor of one or othef. it is equally incumbent on all to bow with submission to their lawfully constituted authority, and to render to them the duty which of right they ac quire by virtue of their po-ition. Tho second-class of ba lot, which may be called the Klective or Exclusive bal lot, .is that form which is employed in the ballot fr candidates for initiation into the mysteries of the Ma-onie So ciety, or as adjoining members of a Lodge. In this casejs as Masons and members of an organization founded upon the excellent and noble principles of tha Mason id Society, it is an cspacial litty to see that none enter the' precincts of the Sanctuary, (save tho.e whose con duct is in every way correct, and whose character is quitu unimpeachable; in fact, every candidate, for admission into Freemasonry should be calculated to re flect credit on it as a body, and be those who will at ::11 times strictly regard the Cardiual Virtues, and other moral teachr ings. which ara openly or symbolically inculcated in" the Lodge room. 13y a due care in this important and essential par ticular, the success which true Freema sonry h is acquired will be enhanced, and its reputation extended among the outer world; and while ever ready and willing to welcome into the fraternity good men und true, it should be the most earnest endeavor of all to prevent the admission of any who are at all likely by their con duct or character, either in or out of the Lodg.j. to bring disord therein,' or to throw the .slightest discredit upon so an cient and honorable a Fraternity. - We -ay the tllghUst . discredit advisedly, for wneu trie outer world attempts to cnti cise a secret aocietj-, of whose doings and actions it must A' necessity be in perfect ignorance, it is always too ready to look upon tne uarfc s:Je, and to magnify any dereieetion from the nath of dutv. which may have been committed by any of its members; thereby throwing odium upon the whole fraternity, on account of the failings of one or two persons who have gamed a lniision into its soeistv.' " While the two forms of ballot, which wo bave jut described, have much in common, we haveaNo to notice someim portant points of difference. In tha Comnetilive ballot, such as. for example, that for the Master of a Lodge, there are of necessity a great many brethren, who are undoubtedly wen qualified for the chair qualified from the fact of having dulv and dili gently filled tho station of a Warden for the prescribed period, and qualified to preside over tfia Lodge from a tru and genuine knowledge of the work and lec tures, and of the science of Masonry; and, werd it possible to do so. not a few would bo'gla i to confer the honor of presiding m the La;t, on more than one deserving brother. In a Lodge there may be ao fewer than twenty-five, or - any other number, qualified for the Master-hip, with only one chair to be filled ; it therefore follows of necessity that the honor cannot be given to all, and that at least twenty-four out of the twenty-five must be among tha non-elected. Such being the case, the non-election of any brother cannot be considered to cast any reflection upon him, either as to his character, or the respect in which he is held by his brother Masons, but simply shows that in the judgment of the ma jor iy of the members preseut at the Lodge, (be that majority large or small) it has been considered advisable that another brother should preside over the Lodare for the ensuing year. With regard to the Elective or Exclu sive ballot, we have this very important difference, that instead of one individual being selected from a number to Cil a certain office, the number of persons who may bo elected is unlimited ; and as all true Craftsmen are desirous of seeing Frectna-onry progress by the ad Jiticn of worthy men to the Fraternity, tha fact of a candidato being rejected, makes it apparent that thara is probably some thing in his conduct at variance with the 1 principles of the Society in which he has een refused admittance; and as the world in general entertains a favorable opinion of the Ancient and Honorable Fraternity of Free and Accepted iMa- r sons, the tact of the exclusion or a can didate from that Society must tend to give to ethers an adverse opinion of his character and conduct. -The dedi;ct:oiM we would draw from an examination of these two forms of ballot are, that we are bound in exercis ing each form of ballot to be particularly careful that the person elected3 i one upon whom the brethren can depend, and whose life and actions will btand the test of diligent in juiry, in order, on the ona hand, that an improper person should not be placed hi authority over the Lodge ; anion the other that Free masonry should not fcuiTer from the admission of any one who would in the slightest degree disgrace tha Society. Yet we mu-"t always reuiemhor that the rejection in the first form of ballot, can not in auy way iujure those who are not elected; while in tho second form the rejection cf a candidate for initiation must cast a reflection on his character, and tend tp do him injury in his inter course with 'the'-worM. It'rjau-it, alsqr be borne in iniud that the adverse voting of two or three members might hoi al ter the re-u't" rf election in the firt in stance, but ia the second the same num ber of black balls wtrufl be more than sufficient to result in the exclusion of the candidates for initiation or afEIiation from the Lodge. In making u.-e. therefore, of this now. erful atrcut tho ballot brethren should never to: get to fcj.v-th8.robab!e eonse , qucnce..s or,eacht v$ti their full and earn est consideration ruKre-recording it, re viewing it fairVwith reject to the ad- i A-auJage or -Uisadvatrtags it may be to the Lodge, as: wcu as with"" regard toUhej well-being or injury it may entail upon j the individual for or against whom it be given. If they act thu, it will prove j if the gun test a J'aintae to themsclvcss, 1 their brethren, aud their Lodge, and as sist in promoting the prosperity of the society to which they belong. The treaty creates great alarm among the South American republics, and an alliance against Brazil is openly talked of. A St.kLouis woman hearing that the boarding house of her lover was in flames and that he was in the upper story una ble to escape, ru.-hed frantically to the spot, seized a ladder ami mounted it, despite the entreaties of her friends. Agilely ascending, she soon disappeared ami l the smoke and flame which envel oped the windows of his fourth story room. A breathless silence fell on the multitude below, but soon the brave girl re -appeared with her darling in her arms. As she descended the ladder bent and swayed beneath the double burden, and the increasing flames caught in her long crinis crinoline, but the steamer-played on her unceasingly, and amid shouts which rent the skies preserver and pre served reached mother earth in safety.
