OUOAKIO 1.AVT- The Omaha Hrald, fully realizing that no democrat will stand a ghoat of a chance of being elected to any State of fice under the new Constitution, and ev er desirous of doing something to create disFcritions among Republican?, and fur ther knowing that home of the best men of the Republican party (as well ad of the democratic party) are members of the Constitutional Convention, it sug gests the passage of the fuil'jwing reso lution by that body : ltI2c?nlveil, That members of this Convention are hereby declared iin lii ble to any office created by this Consti tution until after one year from the time of its adoption by the people of the State of .Nebraska." Xo.v, iu behalf of the people of the State, and not Lccau.se of any friendship for any member of the Convention, we protest against any tuch action. It is well known that men were chosen to at tend that Convention for their merit because they were believed to be intelli gent, honest and henorabb; men and cow because they are such men (proba bly) the Herald would have them di---frauchised from Lol ling office for ut least two year?. We arc not afraid to trust the people of this State with the power to say who thall OH the various State of fices, without asking that fifty two citi zens of the State, selected because of their honesty and ability, be disfranchised from holding office. We are iu favor of honest and capable men being elected to till the various offices ; and therefore we object to the passage of the above reso lution, or anything covering that "round. iiovv rr its is? We notice by the Plattsmouth papers that General Living-ton, of l'latf-mo'.uh, was selected tt deliver the addr.vs of welcemo to the Indiana editors. How is this? Is the press of the neighboring city so utterly bankrupt in talent as to be compelled to go outside the cditorhd corps for an organ? Omaha Herald. We desire to answer the "bow is thi-."' of the Herald, by simply stating that th j Indiana editors did not come to Piatts mouth to visit the press of the city, but to visit the people of thi city. It would, probably have been in better tasia to have had the addre?s of welcome made by the Mayor of tho city, but his illness was sufheient excuse. It was as proper for General Livingston to deliver the ad dress of welcome in Plattsmouth a; it was for Geueral Strickland" to deliver a Eimi'ar address" at Lincoln, upon the ar rival of the party there. These Indiana, men were visiting the State, and it was esnincntlv nnncr rhf mfn nf o.-t nrt as gpeakers, and men of eome State reputation, aide from the representa tives of the press, should be the men to welcome them. Let newspaper men make their welcome through the columns of their various papers. We know there arc newspaper men (like Dr. Miller, for instance), who are ever anxious to crowd themselves into notice, who bec:me very much insulted if they are not made to appear conspicuously in everything that transpires in their locality, and are not looked upon as the only suitable per sons to appear in public, but we can as sure the Herald that none of them re sida in Plattsmouth. There are only twa newspaper publishers in Plattsmouth both of them were on the Committee, both were urged, by others of the Com mittee, to make the welcoming address, and both declined the honor. A Brooklyn man,"wlih original ideas, on vcatilation, regulated his wife's sup ply of fresh air by compressing her throat between his forefinger and thumb, ilia own supply is now somewhat limited. They are going to celebrate the Fourth of July at Niagara by sending an oi l .ship over tho falls. EitiTOR Herald : Having but re cently returned from a journey through some of the newly settled counties ofour beautiful and growing State, I desire the liberty of presenting through the col umi:s of your widely circulated paper a few facts relative to the location and re sources of Franklin county, in which many of our citizens are interested ; and I presume tho iufjrination I shall give will he of interest to others, who an'.iei pate seeking for themselves a home in the fertile valley of the Republican. Franklin county is situated etn the State line, between Kansas and Nebras ka, and lies directly south of Kearney county, which extends north to the Platte river, the Ft. Kearney reservation touchiug the U. P. Railroad. There is a We-il traveled thoroughfare leading froti Kearney statiuu on taid railroad" across to the Republican river, iu Franklin county. It is but a .moder ate duy'is drive from Kearney to the river. This county is well watered. The above named river, running throuth the county from east to west, into which there are small streams empt)ir:g at in tervals of from a quarter to a mile apart. The little streams are all well timbered, which, added to the abun.hvjce of tim ber on the Republican, offers a very great inducement to per.-.ous desiring to procure "Homesteads," where they may have the benefit of fuel and building material without the trouble and ex pense of transporting it from an iueun Teu.'iiit distance. Another item of importance i taut of rto:ie, which we find here in abund ance and which will tend greatly to in crease the development of the count. v. The nature and ftvtuliry of the toil may be judged from the number of p'-rsytn who are daily securing fur themselves homes in this beautiful valley. The crops which we examined on a number of tha homesteads looked thrifty and well, and bid fair to yield a reasonable compensation to the laborers. A few words in regard to Waterloo", the contemplated county seat, and I am through for tht present. It is situated on the range line run ning through the center of the county ; is beautifully located ; one eighty cf towu-ite lie? on what is called the second bench of the bottom, extending alosig the north side of tho river ; the balance cf the town consisting of three eighties, is situated on higher ground but slopes gradually toward the river. The central branch of the U. P. Raihoad is purveyed up the valley of the Rcpuhlicuu, and through the city of Waterloo. In conclusion I will add, the South Platte Colony Company, proprietors of the above town, have con-umated a bar gain with S. R. Chase and W. F. Thomas who are going down to look alter their inter, sts, to tiansact the business of the company at that place. S. 1?. Cha-e is the authorized agent of the company. It would be well ier v.v.y parties desiring to view that p;srt of the State, or to em igrate, to confer with the above named gentlemen and make their arrangements to accompany them ; as they art thor oughly posted in the lay of the country and the most desirable way of reaching the abova named point.
