George Francis Train met Vallan

Train tells ,Val.'' he must not come to
Philadelphia, for he will only damage
the I're-ident, and thai men like him
mutfi takw back seats. "Val." got ex
cited, said he represented the people
of his district, who are the only repre
sentatives of ihe President in his polit
ical course, and when he was sent to
Philadelphia he. would go and make
himself heard and felt. Inihe-mean-time.
Blair says Train is crazy and
must nut be admitted, and Train says
it Blair js to have his way and resur
rect the dead Copperheads he will go
to work and break up the show and sell
out the piece.
WHO DOUBTS IT ?
Is there a Republican in Nebraska
who doubts that such men as Heath,
and others who are claimed as "John
son Republicans," have gone over flat
footed and "square-toed'' to the De
mocracy? If there should be one who
doubts this, we would refer him to the
speech of Gen. Heath in this city,
where he said there were "but two
parties; the 'white man's party and
ihe nigger party;" and he said he
"thanked God that he belonged to the
whit3 man's' party'. the one that sup
ports the reconstruciion ' policies" of
the Modern Moses. They claim, when
trying to wheedle Republicans into
their meshes, that they are "Johnson
Republicans." We say to you, there
is no such an animal as a "Johnson
Republican." No true lover of Truth,
Liberty and Justice can endorse the
course pursued by Andrew Johnson.
No :rue Republican is willing to hand
ihe . government over to unrepentant
rebels, and say to them : "Masters, we
havu wronged you, do 'with us as you
will."
New York, July 31. The Tribune
has a special which says that peace was
certain last Saturday, in the city of
Berlin.
The King and Count Bismarck will
return to Berlin next week.
The liberals all support Bismarck's
foreign policy.
In the treaty, Prussia carries every
onu of her points.
Austria's naval victory over Italy, is
much over estimated.
The Hyde Park riots, and the move
ments to organize reform leagues have
periled ihe Derby government.
Chicago, August 1. A Washington
special in th morning papers say that
at a Cabinet meeiing the question arose
as 10 the right ot the President to com
mission officers who have been rejected
by the Senate.
The matter was referred to Attorney
General S'.anbury.
HEATH TIIKEATEXS WAR.
In his speech in this city General
Heath presented the picture of Presi
dential electors being sent from tht
rebel States and refused admission at
the meeting of the Electoral College,
and then predicted that "war! war!!
war !!!' would be the result of such
refusal te admit them. We would
suggest that ihe General is a little be
hind ihe times. The threat of war by
tbe "rule or ruin" party has ceased to
have any terror for the lovers of Truth,
Liberty and Justice. The day is past
when the freemen of America will bend
the suppliant knee to these demagogues
who threaten war whenever they are
refused anything by the voice of the
people." That cry has been heard in
the laud for lo, these many years;
and some fire years ago the threat was
carried out and war commenced. The
barking cars in ihe North who . were
1u"d in their demands for war gener
ally deserted their more valiant allies
who: bee bq hostilities, and left them
to fight the battles they had been in
strumental in bringing about. The
men who fought on the side of rebel
lion during the late war have had about
enough of war brought about by theie
place-seeking demagogues of the North,
and will probably wait until their north
ern "friends" commence the fight next
time. They will not be wheedled into
another attempt to break up the Gov
ernment only to be deserted by the
men who urged them on, at the first
appearance of danger. No; the threat
of "war" if we do not do so and so is
about "played oat ;" and the men who
make the threat are about "played out"
well. The great loyal heart of
America despises the threat, and the
men who make it. It is in exceedingly
bad taste to tell those whose laurels of
victory are fresh yet that, unless they
knuckle to ihe foe they have so lately
vanquished, we will have another war;
and it must be very refreshing to those
who were defeated to hear their
"friends" endeavoring to pick another
quarrel for the sake of seeing them
thrashed again.
THE VOTE.
We doubt not the readeas of the
Nebraska City JVcirs would be pleased
to see something in that sheet relative to
the vote on Governor in the late can
vass. Can't Morton tell them some
thing about it ? It see'ins to us if he
could got up a little item with three or
four headings, telling them how many
votes were cast for him, it would be
very interesting. Try it, Morton. It
should be kept before the people that
you did receive soma votes, if not
enough to do you any good.

Below we publish a call for a Con
vention of the Southern unionists lo
be held in Philadelphia on the 5th day
of September. It shows that there is
an element in the South which has fell
the effects of the rebellion and fore
sees the effects of placing the govern
ment in the hands of unrepentant reb
els. This Convention should not be
confounded with the one to be held on
the 14th inst. The latter will repre
sent the rebel element and the former
(the one on the 5th of September)
wih represent the men who fought

To the Loyal Unionists of the South :
The great issue is upon cs ! TL
majority in Congress, and its support
ers, firmly declare ihat "the rights o
iha citizens enumerated in the Constif
tution, and established by the supreme
law, must be maintained ii.violate."
Rebel and rebel sympathizers assert
that "the rights of the citizen must bo
left to the State alone, and under such
regulations as the respective States
choose voluntarily to prescribe."
We have seen ibis doctrine of State
sovereighty carried on in its practical
result?, until all authority in Congress
was denied, the Union temporarily de
stroyed, the constitutional rights of tho
citizens of the South nearly annihilat
ed, and the land desolated by civil
war.
The time has come when the re
structure of Southern State govern
ments mu-t be laid on cbnsmutional
principles, or the despotism grown up
tinder an atrocious leadership, be per
mitted to remain. We know of no
other plan than that Congress, under
its constitutional powers, shall now ex
ercise' its authority to establish th
principle whereby protection is made
co-extensive with citizenship.
We maintain that no State, either by
its organic law or legislation, can make
transgression on the rights of citizsns
legitimate. We demand and ask that
you concur in demanding protection to
every citizen of the great Republic, on
the basis of equality before the law ;
and further, that no State government
should be recognized as legitimate uu
der the Constitution in so far as it does
not by its organic law make impartial
protection full and complete.
Under the doctrine of State sover
eignty, with rebels in the foreground,
controling the Southern Legislatures,
and embittered by disappointment in
their schemes to destroy the Union,
there will be no safety for the loyal
element in the South. Our reliance
for protection is now in Congress, and
the great Union par:y that has stoodj
and is standing, by the nationality ; by
the constitutional rights of the citizen,
and by the beneficie.ot principles of free
government.
For the purpose of bringing the
loyal Unionists of the South into con
junctive action with the true friends of
republican government in tbe North,
we invite you to send delegates in
roodly numbers from all the Southern
Slates, including Missouri, Kentucky,
West Virginia, Maryland and Deli-
ware, to meet at independence tiaii,
in ihe city of Philadelphia, on the first
Mondy of September next. It is pro
posed that we should meet at that time
to recommend measures for the estab
lishment of such government in the
South as accords with and protects the
rights of citizens. V e trust this call
will be responded to by numerous del
egations of such as represent the true
loyalty of the South. The kind of
government which gives full protection
10 all the rights of citizens, such as our
fathers intended, we claim as our birth
right. Either, the lovers of constitu
tional liberty must rule the nation, or
rebels and their sympathizers be per
mitted to misrule it. Shall loyalty or
disloyalty have the keeping of the des
tinies of the nation ? Letthe response
to this call which is now in circulation
for signatures, and is being numerously
signed, answer. Notice is given that
gentlemen at a distance can have their
names attached to it by sending a re

London, July 30.
A great meeting was held to-day in
this city. Over 300,000 people were
present, and resolutions were adoptad
declaring that they had no faith in the
government.
The procession was immense. Sev
eral bands of music were in attendance.
Everything passed off quietly.
New Orleans, July 31. TheCon-
vention meets again to-morrow after
noon. It i3 believed that the President will
restore military law.
