I since we commenced the publication of

who were opposed to us were Luy in
circulating reports to the effect that it
whs on'.y a temporary concern, and would
only last two or three months. These
reports have undoubtely had some effect
upon the people, as we were personally a
stranger in the community; but notwith
standing, wo have continued the
Herald, and fr om our constantly increas
ing pationagewe are led to believe that
we have in some measure met the de
mand that existed here for a paper
to fairly present the claims aud advan
tages of the place to the public. Now
we would say to those who have with
held their patronage, from whatever mo
tive, if you will come up and jjive usyour
help, we shall be pleased to do all in our
power to help you in return. That the
Hekalu has been instrumental in caus
ing the great increase of business in the
place this summer, no man who reasons
from cause to effect will pretend to deny.
Now we propose in the future, as in the
past, to make the prosperity of Platts
inouth and Cass County the main fea
ture of the paper. We shall, of course,
have something to say about politics,
but do not propose to make any distinc
tion of person in a business capacity in
consequence of any difference of opinions
on political uestions. We shall as
cheerfully assist those who differ with us
in politics to build up a good business as
those w ho hold the tame opinions that
we do. Let us join issue in making

ones responsible for the tax.
The proviso in the law mentioning the
riht ot adding the amount of tax to
freight, "over contract," only applies in
cases where the law of the State, where
the contract for carrying the freight was
made, has fixed the compensation; and
in thoe cases the Act of Congress gives
the right to the freighter to add the tax
to the freight as fixed by law.
Persons liable will save heavy penal
ties by making requisite returns as soon
as praoticr.ble after the delivery of the
