It is about slxtcon years sinco tho United States purchased from Russia the Territory of Alaska, agreeing in tho treaty of purchaso to extend to the inhabitants tho operation and protec tion of our laws. Tho necosalty of pro viding some form of government for tho territory has "wovural times bcou urged upon the attention of Congress, and yet hitherto nothing has been done. Now, however, two bills are pending boforo Congross ono in the benato and one in tho Houso of Repre sentatives that proposo to ostabllsh a govemmont in Alaska. The Senate bill provides for tho full machinery of an ordinary territorial govornmont, whilo tho House bill provides for an attorney of tho United Statos, a dis trict judge, and four commissioners, with the powors of justices of tho peace, to whom the management of civil and criminal muttons in Alaska is to bo committed for tho time boing. This is, perhaps, sufllcient until the ter ritory shall bo further dovoloped. The present population of the territory is about thirty-live thousand, of whom only about flfteen hundred aro whito poople. This population is now with out any government, except such as has been extemporized by tho pooplo thomselvos. It is to bo hoped that Con gress will not let this session pass with out providing Bomo form of govern ment for Alaska. Tho presont condi tion of things is fraught with ovils of a very grave charactor among tho peo- plo and Is withal a dlsgraco to tho United Stntes, and certainly is not in harmony with our treaty stipulations with Russia at the time of purchase.
