(Ion. Uenj. F. Loan, of St. Joseph,
Mo., died at his homo in that city on
the 80th ult. Gen. Loan was iiiicom
mnndof the M.S. M. in tho war, and
the news that their bravo old General
has joined the silent majority will
causo a feeling of sorrow with all the
boys, especially Penick's men, his fa
vorite regiment. We onco heard him
say, in a short address to that regi
ment, that when ho wanted an order
obeyed promptly and effectively, in tho
despcrato warfare against tho bush
whackers of Quantrell, the Youngers,
tho James, in spite of tho counter
manding orders of Gov. Hall, ho al
ways issued It to Col. Poniek. Gen.
Loan was a good, brave, considerate
man, though a very determined and
stubborn one in whatever lino of policy
ho adopted as a Vnion General. Ho
was also a man of great legal ability.

Tho passage of the Slocumb high li
cense bill is greatly to bo regretted.
A great injustico has been dono to tho
foreign born population of Nebraska,
and if the liquor question is introduced
as a disturbingelemeut into our politics
tho present legislature must bear the
responsibility. Umnhu liee,
Tho Ike does not speak tho senti
ment of tho foreign population. Whilo
thoy generally aro opposed to absoluto
prohibition, they believe in a high
license law, and in holding tho saloon
keepor responsible for tho injuries re
ceived by persons and property as tho
result of their business. The people
have these provisions in tho Slocumb
law. No reasonable man, foreign or
native ean object to holding tho saloon
bus'ness as it doos every othor class of
businesssubject to penalties of law
for wrongs and injuries inflicted on tho
community by virtue of said business.
All will admit tho Slocumb law a good
one, for whilo it allows tho rotail of
intoxicants, its restrictions and penal
ties will havo a salutary ofect in mak
ing saloon keepers very careful in their
handling.

rioodDtfnth Destitution.
The Omaha Jtejmblican published n
letter from Pouen, Nob., April 8,
giving much information regarding tho
Hood then at tho full. Wo havo room
to only abroviato and condenso :
Xo gossip llxcs tho facts worso than
they are, No ono can know tho devas
tation incident to this spring's "break
up" in tho .Missouri, from tho minora.
No pen can describe tho horror of tho
vast skis of ice, debris and water that
are on their way down stream. Tho
peaceful lit tlo villago of Green Island
(opposite Yankton) in Cedar county, Ne
braska, has been completely washed'
awaj. Not a house or vestige is left
above tho water to tell of tho (ormor
town of Green Island. Probably ico
souls occupied tho twonty-llvo or thirty
houses oH ho place and now thoy are
absolutely destitute and must depend
in many instances on charity for cloth
ing. A ponderous gorgo must have
broken somo miles abovo. Yankton and
came down in ono volume swooping
every thing in its course for milos. It
ia said that tho rise came with an in
describable fury and amidst great
roar. People wore compelled to lloo
from their houses for safety and many
woro caught in tho rolontless tide and
wore obliged to seek protection in trees,
on haystacks, houso tops, and whorovor,
thero was a possibility of their being
safe. Two young ladios found lodging
in a trco top, and remained thero over
night, and well into tho next day.i
Ono young man who had escaped, saw
his father's houso lloating away with
his fathor and sistor clinging to tho
roof and crying for aid, and offered
$1, 000 to any man who would rescue
them, when two heroic young men
said thoy would attempt it, but not for
tho money, and after battling with tho
ico and current for nn hour, thoy reached
tho lloating house, cut a hole through
tho roof and placed tho half dead ful It
er and sistor in tho boat. Shortly after
thoir turn to leavo tho houso tho
father told his rescuers that thero was
a valise in tho room they emtio from,
which contained tfnoo, and thoy might
havo it if thoy would go back for It,
hut thoy refused to father jeopardize
their lives. Not a human being ia
known to have perished in tho Hood at
Green Island, but hundreds of head of
live-stock aro gone, ono well-to-do
farmer losing 1207 head of cattle, six-8teeaHul,,I.MrPtft"i.,,Un,iS!-;ofiOB8.
the Hood that tho citizens consider
thomnolvcs lucky to havo saved their
lives. Tho ico that formed tho gorge
that washed away Green Island in con
junction with othor ico has formed an
iminenso gorgo nearly opposite tho
town of Vermillion in Dakota which ia
nowlilled up with tho lloat ico until
tho river is packed completely full of
ico as far up stream as to reach above
Yankton from Vermillion, a distance
of no less than no miles by water,
when an opon space is encountered and
then another gorgo is thought, to be
still further up stream and then from
Vermillion down stream to nearly op
posite this place the river is apparcnt
ontly free from ice when another gorge
reaching no less than twenty miles
down stream commences Jwhich lias
caused tho inundation of all tho Dakota
and Nebraska bottom lands. Should
tho upper gorges break Hrst and in
their course bring all other gorges, no
man can guess what damago will fol
low. Thousands of acres of land that
lio on the fertile Missouri bottom and
have hitherto formed excellent farms
are lying waste covered with ico to tho
depth of from six lo twenty feet.
Fully 800 people in Cedar county alono
aro left homeless and penniless, beg
ging of their neighbors enough to KI1S
tainlife. Tho ico that now covers tho
farms cannot possibly molt away bo
fore tho middle of June, and woro it
off not an aero could bo tilled, as the
people hi1 .o neither seed or teams to
sow it with. It is a truly deplorable
calamity that has befallon those thrifty
people. Tho peoplo of Yankton and
St. Ilelona have organized relief com
mittees, and are doing all in their power
to temper tho blasts to tho unfortunate
peoplo who at ono time had prosperous
homes wheronow rampant ruin reigns.
It is a pity that tho state of Nebraska
has no fund that is available in an
emergency like this. Men who retired
at night surrounded by plenty wore
awakended by tho roaring torrent com
pelled to use every exertion to escape
with tho lives of their family and their
own.
Major.!. H. Furay tolls of an incident
whore ho saw a mothor sealed on a
bleak bluff wrapped in a damp horso
blanket, whilo trying to quiet her baby.
Tho destitution of those peoplo should
bo inquired into by tho state and
efforts made to relieve the sufforing
that naturally follows such a disaster.

Tho scheme of laying out 11 town

improvements, erecting neat and com
fortable residences and business houses

good judgment in resenting such a
proposition. Sheridan .has got to bo

Tlis brazenness with which Southern

frauds and ostracisms that has been
