The Platform..
The Republican party in National
Convention assembled, at the end of
twenty years, sinco the Federal Gov
ernment "was first committed to its
charge, submits to- the people o,the
United States this brief, report of its
administration. It suppressed a re
bellion which had armed nearly a
million of men. to subvert the Nation
al authority. It reconstructed the
union of the States with freedom in
stead of slavery as its corner-stone. It
transformed 4,000,000 of human beings
from the likeness of things to the rank
of. citizens. It relieved Congress from
the infamous work of hunting fugitive
slaves and charged it to see that slavery
does not exist. It has'raised the value
of our papercurjency from 3S per cent
to, the par of gold.. It has restored up
on a solid basis payment in coin for all
the National obligations, and has given
as a currency absolutely good and equal
in every part of our axtended country.
It has lifted the credit of the nation
from the point where 6 per cent bonds
soft! at 80c, to that where 4 per cent
bonds are eagerly sought at a premium.
Underitsadministration railways have
increased" from 31,000 miles in i860 to
more than 82,000 miles in 1879. Our
foreign trade-has increased from S700,
000,000 to Sl,150,000,000 in the same
time, and our exports, which were 820,
000,000ies3 than our imports in 1800,
were S264,000-,Q0a more than our im
ports in 1879. Without resorting to
loans it has since the var closed de
frayed the ordinary expenses of gov
ernment, besides the accruing interest
on the public debt, and has annually
disbursed more than $30,000,000 for
soldiers' pensions. It has paid $883.
OOOfOOOof the public debt, and by re
funding the balance at lower rates-has
reduced Uio annual interest charge
from nearly 151,000,000 to less than
89,000,000. All the industries of the
oountry have revived, Labor is in de
mand, wages have increased, and
throughout the entire country there is
evidence .of a coming prosperity great
er than we have ever enjoyed.
Uponr this record the republican
party asks for the continued confidence
and support of' the people, and this
convention submits for their approval
the following statement of the princi-ples-and
purposes which will continue
to guido and inspire its efforts:
First We affirm that the work of
-the last twenty-one years has been
such as to commend itself to the favor
of the nation, and that the fruits of
the costly victories which we have
achieved through immense difficulties
should be preserved; that the peace
regained should bo cherished; that the
dissevered Union, now happily restored,
should be- perpetuated, and that the
liberties secured to this generation
'Should be transmitted undiminished to
future generations ; that the order es
tablished" and thecredit acquired should
never bo impaired; that the pensions
promised should be extinguished by the
full payment of" everv dollar thereof?
that the reviving industries should be
further promoted, and that; the com
merce, alreadj' so great shouldbe ste:id-
ily encouraged.
Second The Constitution of the
United States is a supreme-law and not
a mere contract; out of confederated
states it made- a sovereign Nation.
Some powers are denied to tho Nation,
while others are denied to the states,
nut the boundary between the powers
delegated and those reserved is to be
determined by the National andnot"by
the state tribunals.
Third The work of popular educa-
ftionjis.oue.lefttotbecareof the sev
eral states, but it is the duty of the
aational government to aid that work
to the extent of its constitutional duty.
The intelligence of the nation is but
tho aggregate of the intelligence in the
several states, and the destiny of the
nation must beguidednot by thegenius
of any one state, but by the average
genius of alL
Fourth The constitution wisely for
bids congress to inakeany law respect-
ing the establishment of religion, but
it is idle to hope that the nation can be
protected against the influence of sec
tarianism while each state is exposed
to its domination. We therefore rec
ommend that the constitution bo so
amended .as to lay the same prohibition
upon the legislature of each state, and
.to forbid the appropriation of public
funds to the support of sectarian
f schools..
Fifth We affirm- the principles
avowed in 1S76 that the duties levied
for the purpose of revenue should so
""discriminate as to favor American la
bor; that no. further grant of the pub
lic domain should be made to any rail
way or other corporation; that slavery
naving perished in tho state, its twin
barbarity, polygamy, must die in the
territories; that everywhere tho pro
tection accorded to tho citizen of
, American birth must bo secured to cit-
izens by American adoption, and that
, wo esteem it the duty of congress to
develop and improve our watercourses
and harbors, butinsist that further sub-
8idies to Private persons or corporations
r-muet cease; that the obligations of the
Tepublic to the men who preserved its
integrity in the hour of battle are undi-
- miniBbed by the lapse of fifteon years
since their final victory to do them per-
' rfetual honor is. and shall forever be, the
' grateful privilege and sacred duty of
tbe American people.
". Sixth Since the authority to regu-
late immigration and intercourse De
ft, tween the United States and foreign
, nations rests with congress or with the
r United States and its treaty making
, powers, the republican party, regard
ing the unrestricted immigration of the
Chinese aa an evil of great magnitude
&?oke the exercise of these powers to
strain and limit that immigration by
5 the enactment of such just, huiaane
and reasonable provisions as will pro
duce that Tesult.
Seventh -That tbe purity and pa
te triotism which characterized the earlier
M career of Rutbf ord B. Hayes in peace
4&E3ndwar,and which guided the thoughts
v of-our immediate predecessors to him
jior-a presidential candidate have con
;" tinned o inspire him in -hfe career .as
chief executive and -that iistory will
accord to his administration the honors
which are due to an efficient, just and
courteous discharge of the public busi
ness, and will honor his interposition
between the people and proposed par
tisan laws.
Eighth We charge upon the demo
cratic party the habitual sacrifice of
patriotism and justice to a supreme
and insatiable lust of ofliceand patron
age; that to obtain possession of the
national and state governments and the
control of place and position they have
obstructed all effort to promote the
purity and to conserve the freedom of
suffrage, and have devised fraudulent
certificates and returns; have labored
to unseat lawfully elected members of
congress, to secure at all hazards the
vote of a majority of the states in the
house of representatives; have endeav
ored to occupy by force and fraud the
places of trust given to others by tho
people of Maine, and rescued by the
action of Maine s patriotic sons; have
by methods vicious in principle and ty
rannical in practice, attached partisan
legislation to appropriation bills, upon
whose passago the very movements of
tne Government depend and nave crusn
ed tho rights of individuals ; have advo
cated the principles and sought tne ia
vor of rebellion against the nation, and
have endeavored to obliterate the sa
cred memories of tho war, and to over
come its inestimably valuable rasults
of nationality, personal freedom and in
dividual equality.
The equal, steady and complete en
forcement of laws and the protection
of all our citizens in the enjoyment of
all privileges and immunities granted
by the constitution are the first duties
of the nation. The dangers of a solid
south can only be averted byafaithful
performance of every promise which
me iKiuon nas muae lu wits uibiz.cn.
The execution of the laws and the pun
ishment of all those who violate them
are the only safe methods by which an
enduring peace can be secured and gen
uine prosperity established throughout
the south. Whatever promises the na
tion makes the nation must perform,
and the nation cannot with safety rel
egate this duty to the states. The solid
south must be divided by the peaceful
agencies of the ballot, and all opinions
must there find free expression, and to
this end the honest voter must be pro
tected against terrorism, violence or
fraud.
And we affirm it to be the duty and
the purpose of the republican party to
use every legitimate means to restore
all the states of this Union to the most
perfect harmony that may be practica
ble, and we submit it to the practical,
sensible people of the United States to
say whether it would not be dangerous
to this dearest interests of our country
at this time to surrender the adminis
tration of the national government to
the party which seeks to overthrow the
existing policy under which we are so
prosperous, and thus bring distrust and
confusion where there are now order,
confiifcince and hope.
The republican party, adhering to the
principles allirmed by the last national
convention, of respect for the constitu
tional rules governing appointment to
office, adopts the declaration of Presi
dent Hayes that the reform in the civil
service shall be thorough, radical and
complete; to that end it demands the
co-operation of the legislative with the
executive departments of the govern
ment, ami that congress shall so legis
late that fitness, ascertained by propel'
practical tests, shall admit to the public
service.
Poisoned1 "Wells.
Rami New Yorker.
Some time ago we took occasion to
refer particularly in these columns to a
note from a correspondent in reference
to tho probable fouling of a well from
a cesspool. We seized the opportunity
to explain fully, with a diagram illus
trative thereof, the-theory of the oper
ation of well poisoliing in this way. The
subject is of such surpassing impor
tance that wo return to it to notice an
instancestrikingly corroborative of our
remarks and caution then made, and
which comes to us in the interesting
report of the Rutger's Scientific School,
which is, in fact, the New Jersey State
Agricultural College. The subject is
taken up in a paper on "The well wa
ters of New Brunswick" by C. W. Cut
ler, a student of the chemical course.
Incidentally it may be remarked here
that one of the excellent methods of
this excellent school, of which but lit
tle is heard, although much is done in
it, is to exercise the students in origi
nal analytical investigations, which
they are expected to carry out without
help from the professors, gradually
passing from single to elaborate sub
jects. It was in this way that this
young student undertood to examine
the wells of New Brunswick with some
remarkable results.
Twenty-four wells were examined.
Of these, eight only were good; two
were passable, but fourteen or more
than one-half were bad to very bad.
When well water is found to contain
more than 40 grains per gallon of solid
matter it isto be suspected, When the
solid matter in solution largely sur
passes this quantity the pollution be
comes dangerous. And here is a well
in the city of New Brunswick which
contains 202 grains, or nearly half an
ounce of solid matter per gallon in so
lution, with a considerable proportion
of albuminoid ammonia. Another of
the contaminated wells contained four-
tenths, or nearly half a pound of al
buminoid ammonia in the million parts
of water, although the solid matter
was but 3SK grains per gallon; this
cose shows clearly the foul origin of
the contamination. A well was ex
amined into Avhich the matter from a
cesspool tiO feet distant, had percolated
through a bed of sandstone. Another
source of mischief w;is found in the
entrance of various kinds of vermin
into the well, and their death and de
cay in the water. Some old wells .are
spoken of in the report which had many
inches of sediment at the bottom,
chiefly consisting of the remains of
toads, snakes and other vermin.
Hero is a monstrous evil existiug
under tho shadow of many a fair home
steada lurking danger, like the gen
ius of ovil, hovering in the dark over
many a household, all unsuspecting of
it. It is not only here and there; it is
on every hand; the farm, from its
want of drainage, being in more dan
ger than the city house, and the better
class ot rural dwellings being worse
placed than the farms, because of the
modern improvements which gather
the refuse of the household in a con
centrated form under ground, but out
of eight, and of the largely increased
wastes from a more refined household.
It may be that we suffer from our ex
cessive refinement in thusholding away
our filth; that the only safe disposal
of house wastes is in the shape of man
ure, and that to be safe the wastes of
a house sliould bo kept in sight and
used as are those of the stable to fer
tilize soil. If we could but come to
that in any practicable manner, we
mierhtadd millions of dollars to our
arrtrreeate Yearly income, and secure
jurewater, and with An- undoubted
freedom from mucn disease yi. myster

TTTTt TIGHT.
The ticket nominated, though not the
one in all respects that we would have
named, possesses elements of great
strength. General Garfield has much
of the magnetism of Blaine, and will
excite a good deal of the same enthus
iasm that distinguishes the followers of
of the Maine Senator. He has, besides,
the advantage of an excellent military
record, and will be most kindly regard
ed by the great soldier element of the
country.
The nominee for Vice President, Mr.
Chester A. Arthur, is a concession to
the Grant element of the convention,
and is a wise choice.
Mr. Arthur, as the Inter Ocean had
occasion to say during the strife over
his unjust removal from the Collector
ship of New York City, is a man of
ability, and possesses a firmness
that will not be found amiss in the
struggle that is before the country, and
which may extend to a period beyond
the election. When asked to sacrifice
this personal independence and con
victions of justice or vacate the office
he held under the administration in
New York, Mr. Arthur promptly
preferred the latter, and finally wrung
from his accusers the flattering ac
knowledgment that he went out of
office with no stain upon his garments.
His nomination will make the ticket
strong in New York, where it particu
larly needs strength, and will bring to
its aetivesupportthe Conkling element,
which is the brain and nerve of the par
ty in that State.
That the party has a hard fight before
it is undeniable; that it has a harder
fight than it would have had with the
great soldier at its head, seems to us
beyond intelligent denial. But leaving
all recriminations to disappear with
the "dust of an hour," the Republicans
of the land must raise their standard
and from now till November fight hard,
and even desperately, for victorv. Too
much is at stake for lukewarmness ; too
much in peril for indifference. Inter
Ocean.

Garfield and Miles Standish.
Almost everybody has read Longfel
low's story of the courtship of Miles
Standish, but, though probably none
ever regarded it as a political allegory, it
may be associated hereafter with Gar
field's nomination. When the bluff
old Puritan soldier, unused to arts of
love, sent his modest youngfriend, John
Alden, to ask for the hand of the fair
Priscilla, and John had eloquently
pleaded the Captain's cause, she coyly
asked: "Why don't you plead for your
self, John?" But John was too loyal to
betray his friend, and, when he could
plead for him to no purpose, he eventu
ally won Priscilla for himself. The
author probably never intended it as an
allegory, but the Chicago convention
seems to make it serve that purpose.
Cincinnati Gazette.
Never feed the young pigs on strong,
concentrated food, such as ground corn,
peas, or other grain alone. Give milk
(if obtainable) or water, with equal pro
portions of bran, shorts, and boiled po
tatoes, or other roots or vegetables; if
the bran and shorts can be scalded, so
much the better. If you must feed
peas or corn meal, mix sparingly with
the vegetable diet until the pig is four
months old at least, when the grain
may be increased. But all through the
pigs life give him plenty of good roots,
boiled or raw. In short, feed the pig
generously, but not to excess, with a
good, pure mixed diet, and then there
will be neither sickness nor want of
fertility. As the winter is the time
that many hogs are ruined by injudi
cious feeding, these hints may be "i"
service to beginners.

Among the persons who "assisted"
at the funeral ofthelateLouisNapoleon
w;is a certain General Schramm, who
served under Nepoleon I. and was
wounded at the battle of Leipsic. The
founder of the Bonaparte family saw
the young officer, then a lieutenant,
weeping and apparently dying on the
field, "Why do you weep?" he asked.
..Because I am going to die without be
ing a captain," was the answer. Napo
leon made him a captain at once, in or
der, says the chronicler," to sooth his last
moments." The soothing turned out to
be wonderfully efficacious. He recov
ered immediately.
General James A. Garfield resides at
Mentor, Lake County, Ohio, seventeen
miles from Cleveland. The roof of his
farm-house aud barn can be seen from
the passing trains of the Lake shore
Railroad nestled among the trees. He
is a man greatly loved by his neighbors.
His wife is of delicate form, in rosy
health, a domestic, devoted mother, fit
ting her four young generals for college
or for active life, a lady of sunny spirits
and of a very quiet, dignified bearing.
No one can truthfully say the family,
from father down, would not in all
respects honor the White House by a
residence of four years.
Avoiding Plies. A French veteri
nary surgeon says that a simple method
of preventing ties from annoying horses
consists in painting the inside of the
ears or any other part especially
troubled with a few drops of empreu
matic oil of juniper. It is said that
the odor of this substance is undurable
to flies, and that they will keep at a
distance from the parts anointed. If
this treatment should accomplish the
alleged result, it will be a great bless
ing to introduce into the sick room.
A young bachelor sheriff was called
upon to serve an attachment against
a beautiful young widow. He accord
ingly called upon her and said: "Madam,
1 have an attachment for you." The
widow blushed, and said his attach
ment was reciprocated. "You don't
understand me; you must proceed to
court." "I know it is leapyear, sir,
but I prefer you to do the courting."
"Mrs. P .this is no time for trifling,

is? Why I prefer a parson. '

GarMd'a Marriage.
During his professorship Garfield

whose acquaintance he had made at
the academy, where she was also a pu
pil. She was a quiet, thoughtful girl,
of singularly sweet and refined dispo
sition, fond of study and reading, pos
sessing a warm heart, arid a mind with
the capacity of steady growth. The
marriage was a love anair-on DQtn

This from the Augusta (Me.) Jour
nal probably expresses the feeling of
Mr. Blaine's nearest and truest friends :
The great throb of poignant disap
pointment which convulsed every Re
publican heart in Maine when the
news flashed over the wire that Blaine
failed to secure the nomination at
Chicago was followed by a feeling of
profound thankfulness that the con
vention had yet succeeded in nomina
ting a candidate so able, so valiant and
so pure to lead them on to victory.
The whole nation knows who our first
choice was. Por that "lesser than Mac
beth yet greater," that experienced
statesman, that sagacious leader, that
king of men, James G. Blaine, we had
enthusiasm and love and pride; but
we love the grand old Republican party
also, and rejoice that the convention
has given us as a second choice a can
didate so acceptable as General Gar
field. We like that. It has the right ring.
Men who feel that way make good sol
diers in any cause. Inter Ocean
Letters are pouring into the Inter
Ocean from every direction asking for
the postoffice addresses of the 306 who
voted for Grant on the last ballot. The
autograph collector is abroad, and is
determined to have each name inscribed
in his album. It looks as if the heroes
of this decade were to be "solid 300."
We can only reply that the postoffices
of the delegates are unknown to us,
but we hope to have a correct list of
the names before long in a shape for
convenient and permanent preserva
tion. Inter Ocean.
For many years none but Democrat
ic votes had been Gist in Cheshire,
when one excited election day a single
Federal vote was found in the box.
The chairman of the Select-men stood
aghast, and holding up the obnoxious
bit of paper petween his thumb and
finger, as though there was contagion
in it, exclahned, "who threw this Fed
ral vote ?" A brief pause and no res
ponse. "Nobody ! I thought so ;
throw it out." And out it went.
Pittsjield Mass.) Sun.
The Ohio State Journal, pleading
guilty to asmall sore spot, says: Where
did Blaine gain anything by his alleged
aggressive fight, except in Ohio and
Illinois? That aggressiveness gave
him nineteen votes, and in all proba
bility cost him 119 cost him the nom
ination. That aggressiveness tended to
strengthen rather than weaken Grant.
It solidified the Grant column. It
proved a bitter fight, and Grant and his
followers were not the men to decline
a fight when tendered.
In Ohio township, Madison county,
last week, a cow gave birth to thirty
fivu calves all at one time, one of them
being about two-thirds the size usual
ly attained by calves at birth, one
about the size of a lamb, and the re
mainder of them about the size of rats
and mice. They were all perfectly
formed, the little ones looking as much
like calves in everything except size as
anything could look. The mother and
entire litter were dead when found.
It may now be seen that many of
the agricultural journals who were at
pains to speak of Commissioner Le
Due as a fool, etc., for his advocacy of
the Northern sugar industry, are now
urging farmers to plant Early Amber
Cane. But we have not seen that
they have appologized to the Commis
sioner, or acknowledged that in this in
stance that they were themselves the
fools.
"Don't waste your time clipping off
the branches," said the woodman to his
son, "but lay your axe at the foot of flic
tree." And the young man went out
and laid his axe at the root of the tree,
like a good and dutiful boy and then
went a fishing. Truly..there is nothing
so beautiful as "filial obedience!
The Grant column stood firm. It
never yielded, but it was'not surprised.
Conkling and his followers were, of
course, disappointed, but, at the sam
time, they were glad, if jt could not be
Grant it was Garfield. lie was the
second choice of the Grant leaders.

a strong candidate' and if the Demo
cratic party does not put the strongest
man it can name against him, it will
stand a chance for a very decided de
feat. The curs who have been snarling and
growling at General Grant for the last
few months will now "stop, it is to be
hoped. Not because they are able to
do Grant any harm, but because they
make themselves perfect nuisances.
