date of his entry of a tract ol land
under the homestead laws, or subse
quently ther-to. whs actually enlist
ed and employed in the army or navy
of the United States, his servici-n
therein snail, in the administration
of said homestead laws, be construed
to be equivalent, to all intents and
purposes, to a residence for the same
length of time upon the tract so en
tered : Provided, That if his entry
has been- cancelled by reason of bis
absence from said tract while in the
military or naval service of the Unit
ed States, and such tract has not been
disposed of, his entry shall be restor
ed : And provided further, That if
such tract has been disposed of, said
party may enter another tract subject
to entry under said laws; and hi-,
right to a patent therefor may be de
termined by the proofs touching his
residence and cultivation of the first
tract and- his absence therefrom in
Buch service.
Sec. 5. That any soldier, sailor,
marine officer, or other parson com
ing within the provisions of this at!
may, as well by an agent as in person
enter upon said homestead by filing a
declaratory statement as in "preemp
tion cases: Provided, That sat''

the General Land Office shall have

ter appraisement, to tlie highest bid
der, and at not less than the apprais
ed value, nor at less than one dollar

Fort Walla-Walia, in the Territory
of Washington : Provided, That the
tiecietary of the Interior shall, when
ever in his opinion the public inter
ests may require it, caue the forego
ing reservation, or part or part these
of, to be subdivided into tracts ot less
than forty acres each, or into town
lots, with the necessary street or
streets to make the same accessible:

division, together with the buildings,
building materials, or other property
which may be thereon, shall be ap"

diction grafted to the several circuit
courts of the United Stales, or anv
justice thereof, by section two of an
nctentittled "An act to establish -t
uniform system of bankruptcy thro'
out the United States," approved
March second, eighteen hundred and
sixty-seven, may be exercised in anv
district in which the powers or juris
diction of a circuit court have been or
may be conferred on the district court
for such district, as if no such powers
or jurisdiction had been conferred on
such tlistrict court; it being the true
intent and meaning of said act that
the system of bankruptcy thereby es
tablished shall be uniform through
out the United States.

Ue it enacted bv the Senate am
House of ltepresentatives of the Uni
ted States ol Ameiica in Congress as
sembled. That the Secretary of the
Treasury is hereby authonzed to re
ceive United States notes on deposit,
wiinoui interest, irom national bank
ing a-s-ociations, in sums not less than
ten thousand dollars, and tois-ue cer
tificates therefor in such form as tlie
Secretary may prescribe, in denomin
ations of not less than five thousand
dollars; which ceitilicate shall be
payable on demand in Ui ited States
i.otes, at the place where the deposits
were made.
Sec. 2. That the United States
notes so deposited in the treasury of
the United States shall not be count
ed as part of the legal reserve ; but
the certificates issued therefor may be
held and counted by national banks
as part ol" their legal reserve, and may
oe accepted in the settlcmentol clearing-house
balances at the places where
the deposits therefor were made.
SEC. C. That nothing contained in
this ael shall be construed to author
ize any expansion or contraction of
the currency; andthe United States
notes for which such certificates are
issued, or other United States notes
of likeami-unt, shall be held as spec
ial deposits in the treasury, and used
only for the redemption of such cer
