"Whereas a convention between the
United States of America and the
united States of Mexico was conclu
ded and signed by their re eclive
plenipotentiaries, at the city of Mexi
co, on the nineteenth day of April, in
the year of our Lord ono thousand
eight hundred and seventy-one, for
extending the time limited by the
: invention between the two coun
tries of the 4th of July, 1SGS, for the
lerminntion of the proceedings of the

who, after having presented their res
pective powers, and finding them Mif
licient and in due fornix have agreed
upon the following articles :
AltTICJ.E I,
The high contracting parties agree
that the term assigned in the conven
tion of the 4th of July, 1SG3, above referred-
to, for the duration of the said
commission, shall be extended for a
time not exceeding one year from the
day when the functions of the said
commissions would terminate accor
ding to the convention referred to, or
for a shorter time if it should be
deemed ?ufiicient by the commission
ers, or the umpire, in case of their dis
agreement. It is agreed that nothing contained
in this article shall in any wie alter
or extend the time originally fixed in
the said convention for the presenta
tion of claims to the mixed commis
sion. Akticle II.
The present convention shall he rat
ified, and the ratifications shall be ex
changed at Washington, as soon as
possible.
In witness whereof the above-men
tioned plenipotentiaries have signed
the same and affixed their respective
seal.
Done in the city of Mexico the 19th
day of April, in the year one thousand

lie it enacted by the Senate and
House of Representatives of the Unit
ed States of America in Congress as
sembled, That the Secretary of the
Treasury bo, and he is hereby, author
zed to appoin tone agent and three as
sistant agents, who shall be charged
with tho management of the seal fish
eries in Alaska, and the performance
of such other duties as may be assign
ed to them by the Secretary of the
Treasury ; and the said agent shall re
ceive tho sum often dollars each day,
one assistant agent tho sum of eight
dollars each day, and two assistant
ugentsthe sum of six dollars each day
while so employed ; and they shall al
ao be allowed their necessary travel
ing expensesin going to and return
ing from Alaska, for which expenses
vouchers shall be piesented to tho
pn-per accounting oliicers of the treas
ury, and such expenses shall not ex
ceed in the aggregate six hundred dol
lars each in any one year : Provided,
That such agentsshall never be inter
ested, directly or indirectly, in any
lease of the right to hike seals, nor in
any proceeds nor profits thereof, neith
er ?- owner, agent, partner, or other-wi-e.
Sec. 2. That the .Secretary of the
Treasury be, and he is hereby, author
izes to erect a dwelling-house upon
each of the Islands of St. Paul and St.
George, for the use of said agents, the
cost of both not to exceed six thou
sand dollars.

idian ; thence running due east to the
ea-tern houndery line of the State of
Nevada ; thence north on said eastern
boundary of 'aid State to the north

on said north boundary of said State
to theeastern boundary of the Car-on
land district; thence outh along said
eastern boundary of the Carson land
district to the place of beginning,
shall constitute a separate land

ted States be, and he is hereby, au
thorized to estabii.-h an additional
land di-trict in the State of Minneso
ta, embracing all that part of tho pres
ent 'Alexandria land di-trict which
lies north of township number one
hundred and thirty-six noith, and
west of range number thiity-five west
of the fifth principal meridian, and to
fix from time to tune the boundaries
thereof, which di-trict shall be named
after tho piaee at which the office
shalt first be established : and the
President shall have power to fix from
time to time the location of the office
for such di-tr.er.
Sec. 2. That tne President is hereby
authorized to appoint, by and with
the advice and consent ot the Senate,
a register and receiver for said land
district, who shall be required to re
side at the site of the land-ofilce for
said district, who shall be Mibjeitto
same laws and responsibilities and
whoso compenation, respectively,
shall be the same a- that now allo.ved
by law to other land-ollieers in said
State.

authorized, if in his judgement the
public interests would be subserved
thereby, to re-establish the Monroe
land district in the State of Lousiana,
with the same boundaries that exis
ted before the consolidation .of suid
land district with the district at Ne-.v
Orleans.

ted States courts in tho northern district
of Illinois.
Be it enacted by the Senate ond
House of representatives of the Uni
ted States of" Am eric i in Congress as
sembled, That in proceedings to re
store the records of the circuit and
district courts of the northern district
of Illinois, distroyed by lire on the
ninth ot October, eighteen hundred
and seveniy-ono, under the act of
March third, eighteen hundred and
seventy-one, entitled "An act rela
ting to records of the courts of the
United States." the notice reouired
by said act may be served upon any
non-resident of said district anvwhere
within tie jurisdiction of the United
States, or in any foreign country, the
proof of the service of" such notice, if
made in a foreign country, to be certi
fied by a misister or consul of the
United States in such country, under
his oflicial seal
Sec. 2. That a certified copy of the
oflicial return of the district attorney,
eleark of tho circuit or district court,
or the maishal of the northern dis
trict of Illinois, made in pursuance of
law, and on file in the Department of
Justice, relating to any cause in eith
er of siid courts to which tho United
Stages was a party, the record of
which was destroved i nsaid lire, mav
be file in tho court to which it ap"
pertains, and shall have the same
orce and effect m if it were au origi-
n al return made to said couit ; andjin
any case in which the parties and
the date and amount of the judgment
or decree shall be lawful for the court
I in which they are filed to issue the
I necessary process to enforce such de-

said court.
Sec. IL That it. shall he the duty of
the district attorney for the northern
district of Illinois to t:ke such steps
as mav he necessary to restore the rec
ords and files of the circuit and dis
trict courts of said district which were
distroyed by fire on the ninth of Octo
ber, eighteen hundred and seventy

is inteiested, so far as the judges of
said courts, respectively, shall deem
essentia! to the interest of the United

stored ; and the judges of said court-,
respectively, are authorized to direct
such steps to be taken as, in their
opinion, shall be deemed advisable to
restore the judgment dockets and in
dices or said courts, and, for that pu-r-po-es

the United States attorney for said
district, of any duty duty incident
thereto, and said clerks and said dis
trict attorney shall be allowed such
