Johnson, of the District of Columbia, and Myrtella ilir.er tf jCalifcrni.i, and their associates and tucced sors, are hereby cotiftitutcd and declared to be n boddv politic and corporate, by the name and title of -'The Institution for the Kduca t u of Glored Youth," to be located in the District of Columbia ; the objects of which in stitution are to educate a;:d improve the moral and iute'Iectml condition of such of the color ed vouth of the nation as may le placed un der its care and ii flueace, and by that name fchall have perpetual succession, with pewer to sue and be Mied, to plead and be implead ed in any court of (he United States, to col lect subscriptions, make by-lavs, rules and reguluions, as may be needful for the govern ment of said institution, and the same to alter, am n!, and abrogate at pleasure; to have a common real, the same to break, altes and renew at will; to appoint such officers nr way be required for the managemei.t of the institution, and to assign them their duties and general!! to provide for the transaction of all business apjiertainining to said institution. And the by-law f, rules, and regulations which may be so adopted, shall bj as va'id as if thej were made a part of this act : Provided, They shall not bo inconsistent herewith, nor repugnant to the laws of the District oi Col umbia. Sec 2. .And bait farther enacted, That said corporation may have, hold: and receive for the purposes of said institution and for no 0 her, real, personal, and mixed estate, by j purchase, ghft or devise not to cx e d one hundred thousand dollars; to use, lease, sell, or convey the same for the purjxx e-; a: i benefit of said institution; may i; j oin: t i:c;. teachers as mey be ncce-sary, and fix their compensation. Sec. 3. And bo it further enacted, That said corporation shall not be engaged in any banking or commercial business, shall if issue any note, check, or other evidence of dobt intended to be used as a circula'ion ; and Congiess may have the right to aliet or repeal this act at any tim hereafter- Apptoved, ila:h 3, l!G3. Chap. 101. An Act toenrry into Effect the Convention between the United Spates and . the Republic of Pern, signed at Lima on the twelfth of January, eigihteen hundred and sixty three, for the settlement of Claims. Be it enacted by the Senate' and House of Representatives of the United States of America in Congress assembled, lhat the President of the United States, by and with the advice and consct of the Sen?te, shall aiv i romt two commissioners, whose dutv it shall . . i i . -. i ii be, conjointly with the commissioners a pp ant ed by the Government of Peru, to investigate ad just and determine the amount of the claims of citizens of the United States azainst the Government of Peru, and of citizens ofPeru against the Government of the United States, pursuant to the terms of aeonvention signed " at Lima, on the twelfth of January, eighteen hundred and sixty-three. . Sec. 2. And be it further enacted, That tl e President, by and with the advice and consent of the Senate, shall appoint a solici- tor or agent, learned in the Spanish language ; and law, on the part of the United States, j whose duty it shall be to prosecute, before the j oi iij c mmission in the duty of Lima, the la ims . f citizens of the United States un braced in the sripulatioLs of said convention. Sec. 3. And be it further enacted, That the President, by and aith the advice and consent of the Senate, shall appoint a Secre tary to the said commissioners on bf half of the United States, versed in the English and Spanish language. Sec. 4. And be it further enacted, That the compensation of tho respective officers for whose apjointment provision is made in this act shall be as follows : To the commis sioners, in full for their services, fcur thou rand Eve hundred dollars each; o the solici tors or agent, four thousand five hundred dollars, in full for his services. And the said cemmissioners and agent shall aUo be allow in commutatiou of traveling and all other personal expenses, ten dollars a day, for the time actually and necessarily occupied in go ing from the places ol their residence to Lima and returning home, under the provisions of the provisions of the convention. To the se cretary of the commissioners on tho part of the United States, there shall be paid two . thousand dollars in full for his services, and the same arnnunt in commutation of all trav eling and other personel expenses, is is provi- ed in the case of the commisrionersaud solici tor. And the sums necessary to pay tde for going salaries and expenses, as vtll as the share of the contingent expenses of the com mission on tho psrt of the United States, and of the compensation of the umpire chosen under tho convention, ars hereby appropriated out of any money in the treasury not otLcr wiseappropriated. Sec. 5. And be it further enacted. That the said commissioners on tho part of the United States, in conjunction with the com missioners on the part of of Peru, shall be and they arc hereby, authorized to make all need ful ru'cs and regulations for conducting the business of the said commission ; such rules and regu'ations not contravening the Consti tution of the United States, the provisions of this act, or the stipulatione of the said con vention. Sec. C. And be it further enacted, That the Secretary of Slate is hereby authorized and required to transmit to the said commis sioners such papers or records relating to the said commissioners, and at the close of ths commission, and of the duties of the umpre, all the records, documents, and all other pa pers which have been presented on behalf of the claimants, - citizens of the United States, shall be returned to the Department of State or be deposited in the Legation of the United Statea at Lima, as tne f resident may direct . Approved, March 3, 1?G3. - Scrofula, or King's Evil, is a constitutional disease, a corruption of the blood, by which this fluid becomes vitiated, weak, and poor. Leing in the circulation, it pervades the whole body, and may burst out in disease on any part of it. No organ is free from its attacks, nor is there one which it may not destroy. The scrofulous taint is variously caused by mercurial disease, low living, dis ordered or unhealthy food, impure air, filth and filthy habits, the depressing vices, and, above all, by the venereal infecucji. What ever be its origin, it is hereditary Li the con stitution, descending from parents to children unto the tliird and fourth generation ; " indeed, it seems to be the rod of Ilim who says, "I will visit the iniquities of the fathers upon their children." Its effects commence by deposition from the blood of corrupt or ulcerous matter, which, in. the lung, liver, and internal organs, i-j termed tubercles; in the glands, swelling; and on the surface, eruptions or tores. This foul cor ruption, widen genders in the blood, depresses the energies of life, fo that scrofulous constitu tions not only suffer from scrcfilous com plaint?, but they have far less power to "with stand the attacks of otlicr diseases1; conse quently vast numbers, perish, by disorders w hich, although not scrofulous in their aiaturc, are still rendered fatal by this taint in the system. Host of the consumption which de cimates the human family has its origin directly in this scrofulous contamination; and many destructive diseases of the liver, kidneys, brain, and, indeed, of all the organs, arise torn or are aggravated by the same cause. One quarter of nil our people are scrofulous ; their persons are invaded by this lurking in f, efion, and their health is underlined by it. To cleanse it from the svstcm we nnt renovate the blood by an alterative medicine, asnl in vigorate it by healthy food and exercise. Such a medicine we supply in AYEITS Compound Extract of Sarsaparilla, the most effectual remedy which the nodical skill of our thncs can devise for this every where prevailing and fatal malady. It is com bined from the most active remeduls that have been discovered for the expurgation of this foul disorder from the blood, and thi rescue of the system from its destructive consequences.
