ing the rioters, many of whom he knows

priation for paper for the public printing provided
tor by act approved March fourteenth, eighteen
hundred and sixty-two, entitled "An act making
appropriations for tho legislative, executive, and
judicial expecses of the Government for the year
ending tho thirtieth of June, eighteen hundred and
sixty three, and additional appropriations for the
year ending thirtieth Jane, e ighteen hundred and
sixty-two," to enable tho Postmaster-General to
pay therefrom the compensation of the blank agents,
and thoir assistant?, heretofore paid out the appro

rostmastmastcr-General be, and he is hereby, auth
orised to contract and provide fof the transporta
tion of tho United States mails on tho steamships
running between San Francisco, California, and
Victoria, Van Oouver'a Island, te be delivered at
Creseut City and Trinidad, California, Astoriand'
Portland in Oregon, as often as said steamshipf
touch at said ports named, and at Port Angelos
Washington Territory as often at said steamships
approach or pass that point going to or rcturniug
from Victoria; and that the mail service provided
for by tho fifth section of the act entitled "An act,
making appropriations for the service of the Post
Office Department duryifi the fiscal year ending the

Be it enacttd by the teuate and House of I2epre
sentativesof the United States of America in Con
gress aticmUid , That Saylcs J. Bowen, Daniel
Breed. George K. Bake?, their associates and suc
cessors, being m:mbers of said soci .ty, by paying
into its treasory tho turn of two dollars annually,
or life members by paying fifty dollars at one time
are hereby incorporated and made a body politic by
the name of "The National Association for the Re
lief of Destitute Colored Women and Children,"
for tho purpo.se of supporting such aged or indig
ent and destitute ' colored women and children as
may properly ccnie under th e charge of such asso
ciation ; to provide for them a suitable home, board
clothing and instruction, and to bring them under
Christian inflaence; anl by that name shall have
perpetual succession, with power to use a common
seal, to sue and be sued, to plead and be impleaded
in any court cf the United States, to collect sub
scriptions, make by-laws, rules and regulations
neodful for the government of said corporation, not
inconsistent with the laws of tho United States, to
have hold anl receive real and personal .estate by
purchase gift, or device; to use sell or convey the

purpose of making the propbr distribution of the
moneys hereby apyropnated. for the rresent relief

who have suffered the same, it shall be.lawful for
the President, by and with the advice and consent
of the Senate, to appoint threo commissioners, not
more than one of whom shall bo a resideut of Min
nesota, wno shall take an 01th in the macaar pre
scribed by tho laws cf tho Umitod States to faith
fully discharge their duties; thay shall entertain and
hear the complaints (in writing, duly vented on
oath) of all and every person aggrieved by the de
predations of said Indians, and by the troops ct tao
United States in said war; they shall have power to
compel the attendance of witnesses, and to admin
ister tho propor oaths .to them to testify tho truth;
they shall hava power to compel the ciaimaatj to
be examsned and cross-examined on oath, to be ad
ministered by them as to their said claim; they
shall hold their sessions at such tima3 and places as
will i:ive tho persons complaining tho fairest appor-
tunity of verifying their claim with the least ex
pense; they shall take care that no unjust or ficti
tious claim shall be established; and if they have
any reason to suppose that any such claim is pre
sented, they shall have power, and it shall be their
duty, to procure any countervailing proof, to their
knowledge, that tue same may ho finally rejectci.
Tho testimony cf the witnesses and the examiaatiou
cf the complaint shall be reduced to writing, sign
ed and certified by them, respectively, and shall,
with tho petition and all the paper3 relating to each
case, with the finding of the commission, be trans
mitted to the Secretary of the Interior for his ap
proval, rejection, or modification, to bo by him laid
before the next Congress. A majority ot tne com
mission may select their presiding officer' and shall
be competent to decide all ' questions arising before
them.
Sec. 4. And bo it further enacted. That said com
missioners shall hold their first session at St. Peters
in the State cf Minnesota on or before the fi-st day
of April next, for the henring of claimants pnd that
all claims mast bo preseuted to said commissioners
on or beforj the first day of September next, or the
same shall not be heard by the; and tho said com
missioners on cr before the first day ot September
next, cr the sarna shall not be beared by them : and
the wid commissloueri ha!I nnko and return their
fiu lin ' ud all the pupers relating thereto on cr bo-
fore tho Host d.iy of December next.
Sec. 5. And be it further enacted, That said
commissioners shall roceive for their sert ices and
expenses the sum of two thousand five hundred
dollars eacn. And thy aro authorized to deputo a
proper person to summon witnesses who shall be
entitled to receive his actual expenses, to be allow
ed by said commissioeers, and the sum cf three dol
lars per day for bis services. Vv itnoses subpeona-
ed in behalf of the United States ahall receive pay
for attendance, not to exceed tho fees allowed by
the laws cf Minnesota for witnesses attending jus
tices' courts. Bnl fr paying the expenses of said
commission, the further sum cf tea thonsand dol
lars is hereby appropriated out of tho aid annui
ties in the Treasury cf tha United Stato., or so
much thereof as may be necessary to pay the same.
