The World's correspondent says it is
authoritatively asserted that Buchanan
will hold no communication with any se
cession commissioner from South Caroli
na. A special dispatch to the Times says
a distinguished Southern Senator now at
Washington, not only denies the right of
secession, but thinks President Buchanan
is in fault for not giving the refractory
states to understand at once that the en
tjre power of the federal Government
will be used to restore and preserve the
Union. The same correspondent says
the Legislature is assembled, and strong
southern feeling is manifested. The
Governor's Message, which will be sent
in to-morrow, takes a strong southern po
sition. It recommends a conference with
the neighboring Southern States, and
then a convention on foreign affairs. He
recommends the enlisting of all men be
tween the ages of 18 and 45 years, and
raising a corpse of 10,000 volunteers,
with arms and equipments. He goes for
resisting at any event, unless settled by
coercion.
A dispatch from Montgomery, Alabama
to the New York Herald says the fusion

The currency panic to-day has been
equal to that of 1S-j7, perhaps greater.
All bills south of Washington have fallen
to 0 and 25 per cent below par. Illi
nois and Wisconsin are taken at 15 per
cent discount.
Chicago, Indiana, Kentucky and Can
ada at 3 to 5 per cent discount. Mary
land ar.d Pennsylvania at 1 and 2 per
cent discount; New Yoik State and New
England at 1 and 2 per cent discount.-

an important letter from Governor Let
cher in reply to that of John S. Brisbane
of Pennsylvania, who ridicules secession

Carolina, the Governor says, administers
a severe rebuke to the Northern fanatics,
and shows that dereliction on the part of
the North is the prime cause cf the pres
ent dangerous troubles. He advises the

timent at home, and discharge their con
stitutional obligations with strict fidelity
He indicates his determination to defend
the State cf Virginia and stand as an
armed mediator between the Southern
States and their assailants.

Both branches of the Legislature have
passed resolutions calling a State Conven
tion.
Norfolk. Va., ov. 21.
The Minute Men of this city, held a
meeting to-night and passed strong res
olutions in favor of resistance to Northern
aggression. Three cheers were given for
the men who hunjr John Brown.

Winter is upon us.
Yilliam Phillips, a prominent Bell man,
are nominated to represent this combina
tion in the convention. A meeting was
h-ld, the largest ever held in the State,
and strong secession resolutions were
passed unanimously.
Breckieridge's majority over Bell and
Boughs is about 10,000. Douglas has
13.000 and Bell 23,000 votes.
A special dispatch from Charleston, S.
C, tays the secession flag has been hois
ted in the armory of the Republican Blues
who lately visited New York. The law
yers of several counties of that State have
resolved to teturn all northern claims un
collected. A Richmond dispatch states,
that Adjutant General Richardson says,
there are now armed and equipped 10,
000 young men, the elect of the State,
with a reserved force of 125,000 more.
He says a decided purpose exists every
where in the State to resist federal ag
gression. A free negroe in Lancaster
county made a revelation to the authori
ties a few days since io the effect that
the negroes were to meet at the Court
House at a convenient lime, break open
the jail, seize the arms there deposited,
and commence indiscriminate slaughter.
He staled that means of escape were
prepared by a vessel lying in the creek.
A slave who proclaimed his right to free
dom, because Lincoln was elected wa3
arrested, but subsequently released, hav
ing excused himself by saying he was
drunk when he made the remark.
At New Orleans several produce deal
ers suspended. Meetings are being held
in Texas calling on the Governor to con
vene the Legislature for the purpose of
considering the proper method of vindi
cating the rights and hener cf the South.
