Education of tnc Citizens Necessa
ry to tne Pcrpltaitj cr our dor
' eminent.
A Republican Government is ens ia
which the eircise of the sovereign pow
er is invested ia the people, cr the repre
sentatives of the same. Such being the
case, each atizen having a voice in the
formaticacf those municipal laws, which
not enly govern - them individually, but
each cf their fellow citizens. And, when
we contemplate the vast . number cf be
ings who are and may be citizens cf this
republic who have the ccntrcl cf their
own social anl political societies. ve can
not but admit that they should be endow
ed with intelligence and education, which
will enable them to form such law3 for
their government as will promote their
best interests! For ignorance woul I in
capacitate them for making such laws as
would be fcr their benefit. The history
cf the worll has proved to us that where
ignorance, licentiousness and immorality
are predomiant among the citizens of
the republic its dissolution is inevitable,
Therefcre.it is indispensably necessary
for the preservation of the honor and uni
on cf our Republic, the peace and wel
fare cf cur citizens, and their soeial in
terests, that every citizen should possess
that education which will enable them to
command the respect and admiration cf
the world. When we speak cf education,
we do not mean a classical education,
alone : for such is of little benefit unless
united with moral and liberal views, pat
riotism, discretion, and intelligence. Vic
do net suppose that any citizen cf the
United States would, if he could, obtain
that scientific, moral and political knowl
edge which is so essential to citizens cf a
free government. For there are some,
and we fear many, although possessed cf
superior advantages, are indifferent to
their much needed accomplishment cf a
good education. But can there not be an
improvement? Is there not some means
by which every one can cbtain these ret
quirement3 which are of such vital impor
tance to every American citizen? There
is ample means to obtain a correct knowl
edge of our moral, social and political
regulations, and it is a duty we owe to
oar country to improve these means. If
we are cur own rulers we should know
how to rule. The constitution declares
that we are all endowed with equal rights
and equal privileges. And have we net
all an equal opportunity cf obtaining that
information which is so desirable to eve
ry citizen and lover cf a free govern
ment? If cars is a first class nation
its position can enly be sustained by the
enlightenment cf our citizens. Their ig
norance is the only source through which
a disolution of our. Union can be easily
effected. For as the people become ig
norant they become depraved, and just
in that proportion their contempt for the
federal constitution increases,' For in
that condition they are more influenced by
"party feeling," and there is no source of
danger to the Union of these States more
to be feared than the strife between po
litical parlies and factions which are com
posed of ignorant fanatics whose motto is
rule or ruin. If our citizens are well in
formed and possess intelligence and sta
bility there is little to be feared from the
action of political parties as the people
would then fully comprehend the bless
ings cf that liberty which their constitu
tion and form of government secures to
them. They will not suffer themselves
to be betrayed by party differences ; but
will have a higher ambition ; viz.: the ad
vancement, welfare and unity of the na
tion. That we may be an example for
other nations in the enlightenment and
stability of cur government. Our leis
lators are, or should be guided by the in
terests of their constituents, and it is in
dispensably necessary that their constitu
ents should be capable cf giving them
such instructions with regard to their acts
of legislation as would advance the in
terests of our government, and promote
the general welfare of its citizens. Look
at the republic of Mexico in her present
state cf civil war, and see the blihtin
effects of ignorance and fanaticism, for
such is the true source cf her pres ent dis
tracted state. Turn our eyes wherever
we may, where once a republican govern
ment existed, and we will find, invariably,!
the cause cf its overthrow has been due
to the ignorance and depravity of its citi
zens. Let every American citizen feel
that his education and the education of
the rising generation is a duty he owes to
his country, and this republic will exceed
all other nations in social progress and en
lightenment. Empires and kingdoms may
totter and fall around us but our govern
ment will remain firm as adamantine
rock. On the other hand, if we suffer
ourselves to relapse into ignorance and
our patriotism to subside, our fate as a free
republican nation caa easily be foreseen.
The liberal principles which we now pro
fess would be ignored, our constitution
trampled under foot by the iron heel of
despotism. Our splendid cities razed
to the earth, and these fertile plains,
that now afford us sustenance will trem
ble under thejeet cf ccmbattants engag
ed in the deadly strife cf civil warstrug
ling for predominance cf power. Such
a termination of this liberal government
which cur forefathers secured for us
should be resisted by every means ia
cur power, and the education of cur cit
izens is the surest means of averting so
fearful a calamity to this republic.
