Land Sales. i We see by our Territorial excba" g;es that ths feeling of surprise, andrepret caused by the appearance of the Presi dent' Pioclamation for land tales is not confined to this county or this District. Meetings are bein g held in nearly erery pohioa of the Territory, end provisions being made for sending; delegates to Wash ington. We received a letter since our last 'issue from a friend in Washington city uponi this subject", ia which he says The 'President has been so repeatedly inrprmed by-parties in -your Territory in favor of sales, and no evider.ee to the contrary, that he came to the conclusion tint such a disposition of your lands was really desirable on the part of, your citi zen.?'; -Being satisfied that some such game hd been played to bring about the land sales in this Territory,- we ' set our self to work to ferret the 'thing out.' Per haps we are too late to accomplish anything We wish the President, however, to know the reason no remonstrances were sent up from this Territory, before the issuing of his Proclamation ; it was because of the K ; . . .... - i . assurance he had given us in his messages, cf his. disapprobation cf such .modes of disposing of the Public Lands. We read with pleasure his opinions upon this sub ject, and supposing he meant what he said, rested easily, feeling no fears of land sales during his administration. We cannot just at this moment plac; our hands upon his inaugural message, that we may quote from it on the subject of public land3,but if our memory does not betray, he, ia that message, was even stronger than' ia his last' annual message, from whicn we 'extract the.following: ''Our system for the disposal of the public lands, originating with the fathers of the republic, has been improved as ex perience pointed the way, and gradually adapted to the growth and settlement of our western States and Territories. ' It has worked well in practice. A. ready thirteen States and seven Territories have been carved out of these lands, and still more than a thousand millions of acres re main unsold. What a boundless prospect this presents to our country, of future prosperity and power ! "lYnilsttne public lands, as a source of revenue, are of great importance their importance is far greater as furnishing homes for a hardy and independent race of honest and industrious citizens, who desire to subdue and cultivate the soil They ought to be administered mainlywith a.viewof promoting this wise and benev olent policy. In appropriating them for any other purpose, we ought to use even greater economy than if they had been converted into money and the proceeds were already in th,e public treasury. : To squander away this richest and noblest in heritance which any people have ever en joyed upon objects : of doubtful constitu tionality or expediency, would be to vio late one of the most important trusts ever committed , to any people. Whilst I do not deny to Congress the power. When acting bona fide as a proprietor, to give away portions of them for the purpose of increasing the value of the remainder yet, considering the great temptation to abuse this power, we cannot be too cau tious in its exercise. . . . 'Actual settlers, under existing laws are protected against .other purchasers at the public sales, in their right of pre-emp tion, to the extent of a quarter section, or 160 acres of land. The remainder may then be disposed of at public or-entered at private sale in unlimited quantities, "Speculation has of late years prevailed to a great extent in the public lands. The consequence has been that large portions of them have become the property of in dividuals and companies, and thus the price is greatly enhanced to those who de sire to purchase for actual settlement. . . In order to limit the area of speculation as much as possible, the extinction of the In dian title and the extension of the public surveys ought only to keep pace with the tide of emigration. "If Congress, should hereafter grant alternate sections to States or companies as they have done heretofore, I recom mend that the intermediate sections re tained by the government should be sub ject to pre-emption by actual settlers. , It ought ever to be our cardinal policy to reserve the public land as much as may be for actual settlers, and this a.t moder ate prices. We shall thus not only best promote the prosperity of the new States and Territories, and the power of the Union, but shall secure homes for our posterity for many generations." Couldn't squatters sleep soundly after reading the above ; feeling, that there was no danger of loosing ' their homes upon which they had expended their last dollar for such improvements as were necessary to secure them from the in clemencies of the season, , and provide subsistence for themselves and families? Did they dream after reading such from such a source that the moment they had realized this point, their homes were to be exposed to the mercies of the heart less speculator, or they forced to sub nit to the extreme oppressions of the ex Korbitant rates of interest usually charged upon such occasions ? We think no ration al rsan, faring cqnfidnce in the Presi dent, would have thought it necessary to make any" effort "to--prevent "land sales. Such are the reasons for the indifference manifested , heretofore in opposition , to this matter, and the cause of astonish ment that sales should be ordered1. T Our readers are aware that a Com mittee cf Conference, consisting of three from the Senate and three from the House, was ;f:ome time since appointed, to agree uponiL' possible, and 'report I Com precise BilL This Comitittee reported a Ul known is the ''EnglUh Bill," which our latest dates inform U3 has passed. What this till amounts to exactly, we are unable as yet to satisfactorily learn. If we understand correctly, the bill modifies the'erdinance of the Lecompton Coiastita tjonv.cartailiog her land grant and ".to be submitted !lo "a' fair vote of the1 people," and if accepted the State is then to be admitted upon a proclamation 6f the Pre sident: But if rejected, the people of Kattms are to fornr- a new Constitution of State Government; and apply forad mission "under the same, when they shall have a population equal to the ratio for one Representative - for the ' . apportion merit then existing. The -ratio-is t. now 93,000. Under the next census it will be much increased. ,The probability is .that Kansas will, if this plan, be accepted . re main out of ;the Union . for an . indefinite periodJ , Now, if this - expression, "to be sub- e 1 . a . A 1 ' t 1 mittea to a lair vote or me frecpie, means the ordinance and the Constitution both, then we see no great objection, to the Bill. But, if the ordinance alone is submitted, and admission made contingent upon the acceptance or rejection of the land grant, we think the whole affair looks very much like a bribe affair, and is nothing short of Congressional interven tion, offering a bounty or penalty to con trol the result. r . : We will .undoubtedly; have the matter in a shape more fully to be understood -by our next issue. Determined they shall hare Homes. We counted in the St. Louis Republi can of the 25th ult'.', thirty-nine "Auction Sales of Real-Estate;" consisting of town lots, suburban residences, and farms. The terms varied from cash in hand, to ten years cred it, with six per cent per annum interest. This looks like a determination to secure immigrantion by furnishing homes on terras easy to be complied with. Ne- braska will have to turn over a new lea; in this respect ! We are glad to see some property holders evincing a disposition o liberality by selling on time and at rea sonable rates of interest to those who de sire to improve. The days of "cash in handM at Nebraska prices, are "number ed among tlw things that were, ' and will remain so for years to come; rest assured of that. It is unreasonable expect again the extravagant prices real estate that have heretofore prevailed or the usurious rates of interest, longer than men can get out of their present financial embarrassments We have no fault to find with those who can, or do get extravagant prices for real estate; or five, per cent per month interest on loans. The old saying "when in Rome do as Romans do," or '"let' cir cumstances govern action and trade," are perhaps correct principles upon which to act, in most cases at least. No one, we presume, will for a moment argue that circumstances, or a basis upon which to establish value, exist by which a vacant town lot in any town or city in Nebraska can be figured up to three thousand dol lars ; cr a man do business, or pay debts with borrowed capital at sixty per cent per annum. And yet, lots have been sold for such prices, and money loaned at such rates. We have always contended that such a state of affairs was unwarranted and could not continue. Brownville and Southern Nebraska in general, we are pleased to know, has been less afflicted with this unnatural inflation than any any other portion of Nebraska. Conse quently our condition is healthier and less oppressive than perhaps any other point of importance in the Territory. We do not, of course, deny that the times are hard very hard; yet we are not prostrate, but on the contrary, are making steady and solid advancements, in way of improvement. Who can Tell? Several years ago, Rev. W. S. Horn, who resides above this 'city some five or six miles, discovered a cross made of ce dar wood, daeply planted on the bank of the Mhsouri river, on the Bluff nedt. his nn. One day last week a grave was discovered containing a human skele ton, near sixty feet f rora the post or cross. The grave was founds by means of bear mg trees muicaung a. puiui at oumo ins tance from the post. A rude coffin had been made by splitting a log and burning a hollow or trough in both halves, then de positing the body in one and covering with the other. The wood, when charred, was preserved quite well: ;. - -: i . to Steamers. We were shown the 'other day, by T. W. Bedfobd of this city,- a copy of the ".Vetc York Evening Post," published Monday December '4, 1751, by Henry De Forest; King street, New York.' It is the size cf a cap sheet of paper, and its typographical appearance clearly indicates proximity to the days of Faust and Gut tenberg. It contains news items from Leghorn, London, Philadelphia and New York, together with six small advertise ments, and the following "Price Current in New York :' "Wheat 5s per bushel. "' Dbt Hxsxs, 2, Such Excuses Wont Do- A correspondent of the St.' Louis Re publican, writing relative to the "Ocean opray" steamboat disaster, closes by say- in? : "Steatiiboat men , are . much like other people, and they are very apt to be come excited and do things under excite ment which they afterwards regret." In answer to which . the Republican very appropriately. sajrs : "The whole matter demands investigation by . the legal authorities. Neither party to a race, in which the lives of hundreds of people may be sacrificed, can be held blameless.' If there was no race in the case, there was something very like one, and though men may regret, in the very anguish of their spirit, the loss of life resulting from this one cause, it will not re-animate the dead, nor prevent the recurrence of like calam ities. The law should be appealed to, to induce a restraining influence in' like cases." -There 13 entirely too much careless ness and recklessness on the part of offic ers of many boats. One of thj best ev idences of such a state, of affairs, is a drinking, noisy, blustering mate. Trav eler, when you find such, shun the boat, there is danger. .: Nebraska Republican. We have before us the first number of a paper bearing the above title, hailing from Omaha city, under command, osten sibly, of Schkeideb & Bboww. In size, the Republican is the largest in the Ter ritory, and in typographical appearance, equal to most otners. v e discover no marked ability in its editorial depart ment. It is decidedly Republican, yet mild in its tone, and being the first in the i Territory to openly avow the principles it does, will undoubtedly meet with a lib eral support.; , , Brown Yllle Hotel, Will be sold at rpublic auction on the 31st instant. See advertisement in another column. The hotel, as is well known to our ci tizens, was built by a few individuals, whose sole object was to secure a first class house in this city. The building is now, or will be by the day of sale, ready for occupancy, and the stockholders de siring to be relieved of any further care in the matter', and anxious that' some one individual should own it, are -now willing to dispose of it on terms of the most liberal character. Therefore it will positively be sold to the highest bid ber, and we hope some one will get it who will open it up immediately.' We need it. Deficiency Bill Passed. We learn, from our latest dates, the passage of the Deficiency Bill. The St. Louis Republican in announcing the fact, says : .. , . , . "It is safe to say, that during the pre sent week one or two millions of dollars, at least, will find their way into circula tion in Missouri, in payment of accrued indebtedness of the Government, and that this sum, in the ramifications of business, will settle a much lasger amount of tran sactions between individuals, many of them made in anticipation of the early passage of this act by the Government. The delay which has taken place has mi litated greatly against the interests of our citizens, , many of whom predicated all their operations on the prompt pay ment by the Government of all its obliga tions. As it is, however,, things will "ease up" in a week or two, and money will be more abundant in town and coun try." ' ; 1 ". ' " Negro Jleetlng in Leavenworth. A meeting of the free niggers of Leav enworth City was held a few days ago, to express their approbation of the doings of the late Constitutional Convention, in granting the "colored bredren" the tight of suffrage and the freedom of the schools, on a perfect footing and equality with the white man." Resolutions congratulating their colored, friends throughout the coun try were adopted, and invitations have been sent out, so said one of the orators to ''ebery part ob de country'? calling on them to emigrate at once to the "free-sile of Kansas, de only place whar de black man has his proper posishum." The greatest enthusiasm was manifested, and the meeting adjourned in high spirits. Kansas Paper. ; 1 r - . A "pretty kettle of fish". Kansas is bound to. have oa the nigger question. Either slavery - or -ultra' abolitionism; Well, let them have matters to suit them "regulate their own affairs in their own way."
