21. Postmasters are to be careful not to certify the
sufficiency of guarantors, or sureties, without knowing
tbat they are persons of sufficient responsibility ; and all
bidders, gurantors, and sureties are distinctly notified
that on a failure to enter into or perform tbe contracts
for the service proposed for in the accepted bids, their le
gal liabilities will be enforced against thorn.
22. Present contractors, and persons known at the de
partment must equally with others, procuje guarantors
and certificates of their sufflc eucy substantially iu the
forms above prescribed. The certificates of sufficiency
