"What two weeks ago we announced as a probability Las become a fact: the administration has handed to Lord Napier a positive declination to re-open negotiations, for the present, on the overtures emanating from the British Cabinet, respecting the Central Ame rican question. This is the only im portant information received from Washington during the past week. In Minnesota the Republicans have carried the Constitutional Convention. As far as heard from, the Republicans have 61 members and the Democrats 47. Walker (the fillibuster) continues to make in Washington, New York, etc., the same big speeches he made at his arrival in New Orleans. The conflict between Gov. King and Mayor Wood, of New York, the first representing State Sovereignty, and the second the municpal rights, has it seems, for we have but obscure accounts, j assumed a more serious aspect.5 The Governor having ordered the arrest of the mayor, a part of the police desert ed him and joined the Metropolitan police organized by the commissioner of the Governor, but when they at- j tempted to enforce the order they met the old guard and a free fight ensued. Some of them have been dangerously wounded. The Mayor, however, sub mitted to arrest, on the second warrant, without resistance. - - J The Delegates representing the re maining fragments of the late great American party have had their Nation al Council at Louisville, Ky., and have adjourned. Under the head: "The National Know-Nothing Council. Where is the party to go?" the New York Herald eavs: . ' "Considering the results of the last November elections, and of the early spring elections of the present year, and of the late Virginia election, and considering, also, the signal defeat of the Know-Nothing Plug Uglies at the Washington city municipal election the other day, it must be confessed that the circumstances and party remi- niscences attending this national as semblage at Louisville "were not of the most cheering description. Hence, it is not surprising that this Council ex hibited scarcely a greater degree of warmth, of enthusiasm than the re mains of some unfortunate searching expedition for Sir Johni ranklm hold ing a consultation over the wreck of their ship among the icebergs of the Arctic circle. At the very outset of the proceed ings of this National Council (most probably the last of the Mohicans) Mr. Erastus Brooks, through the par liamentary device of a resolution offered by himself, secured the impor tant position of chairman of the com mittce to revise the rjartv nlatform.-- Thft committee accordinrrlv set to work. . and in ,good time reported certain resolutions defining American pnnci pies. But after a profitless debate rnnn them, a certain ccntleman from tho neighborhood of Buffalo, of the pminentlv historical name of Ueneral Gustavus Adolphus Scroggs, moved to strike out the whole report 01 .ur, Brooks and his committee, and to sub stitute the Philadelphia platform upon which Fillmore and Donelson were run Tnr thr Presidency. And this motion 1fd. The American party, there fore, remains hard aground among the breakers, and the transactions of this Louisville Council amount to little else than a confession of the hopelessness of the rcck." From Mexico we learn that grea Urrnt prevailed thereon accoun cf an attempted rebellion and of the P"imarT manner the conspirators were tloali with by President Comonfort. Most cf them, belong to the highest class, but found' with arms in their hand3 they were thrown into the chain tmncf -with common malefactors and to o , , t sent to the public works in the Callejon dc Santa Clara where they were en gaged in cleaning the public sewers. "The promptitude and novelty of the castigation," says a correspondent, "caused a general surprise as well as much comment, and some sympathy, which last we cannot help thinking surpcrfluous, as we remember that hanging and quartering was, until rejeently the punishment for treason." We have news from Europe to the 6 th ult. It seems that the Spanish and Mexican question is by no means so near its settlement as had been re cently supposed. The hopes of an amicable and speedy adjustment, based on the arrival at Madrid of Senor Lafragua, the authorized negotiator on.behalf of Mexico, have not as yet advanced much towards a realization. Spain refuses to renew diplomatic re lations until the punishment of the assassins of Cuernavaca shall have been actually inflicted, and demands the prompt payment of her claims. On his side, Senor Lafragua asks to be officially recognized and that Mex ico will do all that is possible to do to punish the murderers after such recog nition. As for the Spanish claims he says that Mexico is ready to pay part of them, but that others are of a fraud- ulent nature, and asks a reconsidera tion of the treaty in virtue of which they are to be paid. If Mexico does not adhere to her demands, Spain seems determined to break off all ne gotiations and then hostilities may be expected, which would require imme diate measures from the United States. The visit of the Grand Duke Con- stantine to Napoleon HI, and Queen Victoria, the travels of the Pope and of the Emperor of Austria through their dominions, are the main subjects on which all official and officious papers continue to expatiate. All their move ments are watched by complascent chroniclers, and we have full columns of the most trifling details concerning their enthusiastic reception every where and tho splendid festivities given them by their hosts. But, notwithstanding what papers say, signs of dissatisfaction among the masses are unmistakable. In the last arrivals from Europe, -we see that in Belgium, a politico-religious movement is on foot, several convents and mon asteries having been attacked with the cries of "down with the Catholics," "down with the priests;" That bread riots have occurred at Grenada, Spain, and the City declared in a state of siege; At Paris an attempt has been made upon the life of the Emperor, being the tenth or eleventh since he usurped the supreme power. IS IT EIGHT 1 In proof of our position, that all ac ion heretofore in regard to a removal of the Capitol had been dictated and governed by a feeling of jealousy and revenge and the interests of the Ter ritory not thought of we here give greater publicity than preaching it upon the streets, to language made use of in this place by a Candidate for Congress and his right bower, who is running upon the "old issue" as he says one that tho "people are, ripe or." Here it is " We don t care where in theh 11 the Capitol goes to will vote for ii to go to Iowa anywliere, so that ifo d m thing is put on wheels. -13 this ttre principle upon which the people wish the Capitol removed? If so, God save us, we say. Wc do not believe yea we know this is not the feeling of the people of Nebraska. The great matter for consideration is where shall the Capitol be located, in order to re sult most beneficially to the Territory. Is the basis upon which the peo- pie desire this matter settled sucn are the motives they desire to prompt and govern action in the premises. We know what effect tho. preaching of such doctrine, as that quoted above, had in this community, and we desire to "aid in its circulation" that as many voters as'possible may know what the doctrines of the "old issue" are! VALUABLE ESTGRHATION. It is amusing to read some of the articles furnished papers in the States by "travelers" in Nebraska and Kan sas. The following we clip from an article of. over a column in length, in the St. Louis Republican, of the 17th, over the signature "a passenger. Those who are familiar with the river above St Josephcannot fail to" be in structed and delighted with the extract, especially where we have italicised. We shouldn't wonder if "a passenger' writes a book of his travels, and in sists upon amendments to tho Geo graphy of the present day. Wonder how White Cloud (Kansas) likes her new location in Iowa; Nemaha City (Nebraska) in Kansas; Rush Bottom, Hemmes Landing, Morgan . Island, Rock Port and Sonara (Missouri) in Iowa. ' "June 2nd. Left Sc. Joseph at four and a half a. M., on boat up from below when the January left. Seven and a half a. ai., at Savannah landing Mis souri, landed passengers and freight. Ten A. M., at Dallas, Mo. One and a half P. M. at Iowa point and Savannah landing, Mo., four at White Cloudy Iowa; Seven, Rushbottom landing , Iowa; nine and, a quarter at St. Stephens, KansaSy but few buildings here; has a good landing; lay by all night. June 3rd. Left St. Stephens four A. M., Six, passed Hemmies landingf Iowa; seven and a quarter, Morgan Island, Kansas; seven and a half, Ne maha Citgt Kansas, a few houses on a clear naked prairie; nine, Rock Port landing, Iowa; and Brownvillc, Ne braska. DEW GO VEEN 02 OP NEBRASKA. We announced based a upon Tele graphic Dispatch some two. weeks ago that Hon. Wm. A. Richardson, of Illinois, had been appointed Governor of Nebraska vice Mark W. Izard. The Union of the 5th officially an nounces the appointment. Mr. Rich ardson has served several terms in Congress, and while there was an active, leading, useful member. He took a prominent position in passing the act organizing Nebraska and Kan sas was a warm and zealous supporter of the "Squatter Sovreignty" principle. Under these circumstances especially, we consider his appointment pre-emi nently appropriate, and feel quite sure that our people will have reason to feel that we have a Governor entitled to our fullest confidence and respect. . ZTER3ASZA SALT. We have on several occasions here tofore spoken of the prospects of Salt manufacture in Nebraska. We are pleased to learn that investigations of the Saline waters discovered in Lan caster county, have exceeded the most sanguine expectations; and happy to announce that the Company formed for the manufacture of Salt have fully organized, and by assesments upon Shares, raised, sufficient funds to erect suitable buildings, have purchased machinery which is on the way, and intend immediately to commence the manufacture of Salt on an extensive Scale. We believe the day is only just in advance of us when Nebraska will fur nish all this vast Western region of country with that necessary article of consumption, Salt. Kansas Censtitutional Convention. - The whole Delegation elected to form a Constitution for Kansas are pro slavery so far as we have heard. The Free State men refused to vote. We suppose the idea is to keep the ques tion open as a lever for future political agitation. We think it will be very difficult to prevent the people in the btates trom coming to a conclusion un favorable either to the courage, good faith, or good sense of the Free State party in Kansas. We learn that some persons are dis posed to think "As Col. Rankin already holds one office in the Territory, that he should not be a candidate for Con gress." Allow us to say that Col. Rankin has long since before he be came a candidate resigned his office of United States Marshal. FOURTH OF JULY CELEBRATION AT NE- II ATT A CITY. The order of exercises will com mence at Nemaha City on the morn ing of the Fourth by raising a pole one hundred feet in hight, decorated with the Americn Flag. At eleven o'clock the procession will form on the South end of Kansas avenue and march through the principal Streets of the City to the corners of Nebraska avenue and First street to Hiatts' block where the Exercises will commence with 1st. BOWES, of Sarpy County, as a candidate for Delegate to Congress from Nebraska Territory. - "A Subscriber," (whom we tuspect to be some narrow minded Leech) asks why -wo advertise Dr. Iyee's Pills, and we will give him our seven reasons for so doing. The first, second awl third are that wo are paid for it. The fourth is, we kiww them by experience to be good. The fifth is that Dr. Ayer's preparations being recom mended by better men than we by physicians of the highest talent and the deepest learning in the land, we are well sustained in our own convictions as to their value. The sixth is that they are cheap as well as useful. The last but not least is that they have done and are doing an amount of good in this community which our old fogy friend if he could repeat himself ten thousand times, might never hope to equal, and we trust by making them known, to render some service to our readers as well as ourselves. Izard, Governor of the Territory of Ne braska, in pursuance of an act of the Legislative As sembly, apgroved January 26, 1856, entitled "Elec tions," do hereby declare and make known, that an election will be held in the several counties of this Territory, on the first Monday in August, A D. 1857, for one Delegate to the Congress of the United States, one Territorial Auditor, one Territorial Treas urer, one Territorial Librarian, one Attorney Gene ral, and one District Attorney, for each Judicial tial District, to be voted for by the qualified voters of the District for which he is to be elected. Also, thirty-five Members to the House of Representatives of the Territorial Assembly, to wit: Tho Counties of Dahkota, Cedar, and L'Ear qui Court, will elect two Representatives; the counties of Burt and Cum ing will elect one Representative; the county of Washington will elect three Representative; - the county of Douglas will elect eight Representatives ; the county of Sarpy will elect four Representatives; the eountiesof Dodge and Piatt will elect jointly one Representative; the counties of Cass, Lancaster, Gage and Clay will elect four Representatives; the county of Otoe, will elect six Representatives; the eounties of Nemaha and Johnson, will elect three Representatives; the eounties of Richardson and Pawufce, will elect three Representatives, And at the same time and place the qualified voters of each county, will elect th$ following county officers, to wit; on Probate Judge; one Sheriff; one Register; one Treasurer; one County Clerk; one Superinten dent of Common Schools; one County Surveyor; one County Commissioner for each County; (wo Justices of the Peace, and two Constables for each Precinct. Brownville, June 18th, 1857. r2 1-ft THE PROPRIETORS of this new town, recently laid off in Nemaha county, Nebraska, wish to call the attention of the citizens as well as those just coming into tho county, to the numerous advan ta s, they are confident all who will take the trouble to examine will acknowledge, surround it. In the first place it is as near as possible in the geographi cal centre of the county it is in the centre of pop ulation and improvement is on the main through fare leading North and South and East and West. The town site is nearly level, gently rollin, is sur rounded by the timbers of the Missouri and Little Nemaha; good water is of easy access, several fine springs are on the town site. Good building stone near at hand stone coal has been found in abund ances within a short days travel, wh?ch can be brought into requisition for mechanical purposes of all kinds. . Another matter, it is confidently believed that the day is not far distant when a Railroad will be constructed along the river tier of counties in Ne braska, from the northren to the sou thren boundary. The nature of the country is such that this road must pass through Eldorado. With its position and all these advantages sur rounding it, the proprietors with many others, feel assured that it will be for tho best interests of the county to locate the County Seat at Eldorado. Be lieveing thus and feeling willing to assist the county we pledge ourselves and will enter into bond, if necessary, to donate to the County two hundred acres of land in town lots, provided the County Seat is located mere witain a reasonable length of time R.
