send. Aber schon liabon die enaüsckamerikamschcn Zeitungen, namentlich
im Osten, die Setzkamvagne gegen Teutschland eröffnet. Man sollte die
ganze Gesellschaft, mit dem wüsten Hetzer Roosekclt als Hauptmann, auf
raar Schiffe packen und England hinüberschickcn mit der Empfehlung an
Uitchener, daß er sie alle in die Front nach Flandern schickt. Sie würden
eann bald aus einer anderen Tonart. pfeifen, gar hurtig die Friedens
schalmei blasen. Und mit welcher Inbrunst!
Sehen wir uns die Sachlage kühl und gelassen vom unparteiischen,
echt amerikanischen (nicht probrittschen) Standpunkte an:
Wilson und Bryan find mit ihrer Note als Ankläger gegen Teutsch,
land, sagen wir also im Amte des Staatsanwaltes aufgetreten. Teutsch,
land ist der Angeklagte. Daß die Anklage an die falsche Adresse gerich.
et ist England und unsre eigne Regierung sollten wohl wissen, wer
auf den Anklagestuhl eigentlich gehört haben wir schon früher hier fest
gestellt. Lassen wir dies heute bei Seite und finden wir uns mit dem
gegebnen Fall ab und der ist:
Washington, als Staatöavwalt Berlin als Angeklagter.
Was sagt nun das Gesetz, das in aller zivilisirter Welt als Grund,
satz gilt? Auch heute noch trotz aller gcbrochncn und mit Füfzen ge
tretnen Verträge? Der Ctaatsanwalt hat dem Angeklagten zu be
weisen, daß er schuldig ist. Nicht aber der Angeklagte, dafz er unschul.
dig ist. '
Auf diesen Grundsatz stellt sich Dmtschland. Es fügt sich in die
ihm fälschlich aufgedrungene Rolle als Angeklagter gunviüig. Hütte es
nicht nöthig. Thut's aber um des lieben Friedens willen. Gutes Bei.
spiel für andere!
Und eZ sagt als Angeklagter: Herr Stacäsanwalt Wilson! Bitte,
beweisen Sie, daß die Lusitania trotz dem bei allen Nationen, auch bei der
englischen, geübten Gebrauch, alle schnelle Passagierdampfer als Hilft
kreuzcr einzustellen, als alleinige Ausnahme existirt hat. Beweise Sie,
daß der in aller Welt bekannte Befehl der britischen Admiralität, alle
englischen Handelsschiffe mit Kanonen zur Abwehr der bcuischcn U-Boote
auszurüsten, enf die Lusitania keine Anwendung gefunden hat. Beweisen
Sie, daß die Lusitania, nachdem Sie dm Hafen don New Fork verlassen
und nach der Dreimeilm-Grenze die englische Seehcrrschaft (???) erreicht
hatte, nicht laut Befehl der britischen Admiralität ihre Kanonen heraus,
geholt hat. WM hierbei erinnern, daß laut Aussage dcö Kapitäns der
Lusitania diese bis zum letzten Moment ihres Untergangs Befehle der bri
tischen Admiralität betreffs ihres Verhaltens erhielt, also erwiesenermaßen
unter deren Jurisdiktio stand. W
Beweisen Sie ferner, daß die Lusitania keine kanadischen Reserven
an Bord hatte. Beweisen Sie weiter, daß die Lusitania keine Munition
und Waffe sowie Explosivstoffe (Pikrinsäure etc. laut Auöweis der New
Yorker Safenbchörde) a Bord hatte. Beweisen, Sie ferner, daß die
dentsche Negiernng nicht schon im Fcbrvar ihre ernsten Warnungen er
lasse hatte. . Die aber von England verlacht und von Amerika nicht be
achtet wurden.
Nachdem Staatsanwalt Wilson diese unwiderleglichen Beweise klar
erbracht hat, besitzt er das Recht, den Angeklagten Teutschland schuldig z
sprechen. Dann wird das Gericht das Urtheil zu sprechen haben. Und
die Pflicht vernehmen, das Urtheil an dem Schuldige zu vollziehen.
Solange aber das nicht der Fall ist, gilt der andre uralte Rechts,
sah: Ja dnbio pro no! Das heißt: Im Zweifelsfalle für den Angeklagten!
Solange dem Angeklagten sein Verbrechen nicht bewiesen werden kann,
muß er als unschuldig vom Gericht angesehen werden. Tas ist der
ganze Nechtsfall. Und es sollte den Herren in Washington doch soviel
Kechtölunde zu eigen sein. Darum also immer nur Ruhig Blut" und
Ehrlich Recht"!
