in his campaign tour. It started fair
ly auspiciously, and for a day or so
he aroused some interest. But, after
all, tho people aren't intensely in
terested in administrative questions,
and when tho railroad strike, with
its sinister possibilities, overshad

declarations for civil service, a
budget and protection wero forgot
ten. The plain fact of the matter is that
Mr. Hughes isn't meeting the big
issues of the day. At another time

would perhaps bulk large in public
