'.This will bo found "useful for the pur pose of study and reference. The first section of tho new tariff act ' cdntains simply the conipjeto dutiable list with rates, in para graph form. These are given in full beloW in tabular form. The second section of tho bill is devoted to the income tax its regulations and meth ods of loyy. The third and last; 8eC ilou of the bill is devoted to tho ad ministrative features of the bill, the collection of revenues, custonls regu lations, etc. In the tables below- the "Old Rate" is given first -and the "New Rate" follows, separated in each instance by a small dash. For the compilation of these lates we are indebted to the Detroit Satur day Night and the Now Yotit' Times. The Saturday Night says: "It wag compiled by exports immediately after the acceptance of the schedules by tho joint conference. A .tremen dous amount of work was. involved, ag the original rate was split into different classifications in hundreds of cases, thus making it necessary to subdivide the Payne rate, wherever, possible, for exact comparison. .In the following tables for the purpose ,of simplifying comparison, certain of the, .old , duties, compounded, of ,'ad .valorem' (according to value) and specific' (according to quantity) rates, have been reduced to percent age ('ad valorem') equivalents. Those equivalents and the corre pponding increases and decreases are marked in each instance by an asterisk (). Tho percentage equiv alents wero obtained by calculations, based upon statisties of 1912 imports. 3For example, in the case of collodian the old rates ranged from a minimum of 40 v,cuts a pound to a maximum of 65 cents a pound plus 30 per cent ad Valorem, Under these varying alid complex rates the sum total of duties collected in 1912 on imports of collo dian wag, equivalent to 72.11 per cent of the value of those imports. The now duty is a simple ad valorum rate of 15 per cent, showing a reduction, as nearly as it can be estimated of 57.11 per cent. A preponderance of the Payne law rates was speciilp, while, a preponderance of the, new Tates is ad valorum."
