Nothing in the nature of an ulti matum is contained in the note. Its general tone is to invite further dis cussion of the controverted points, and it contains nothing tending to make up a final issue. Secretary Bryan and the ambassador agreed that no details should bo made pub lic. The Japanese note was very long, and its nature entirely argu mentative. Senator James of Kentucky told the committee that there was a lobby and that 300 or 400 persons had approached him in efforts to have the duty retained on various articles. He declared the manufacturers acted in concert and that their arguments all wero the same. Moore, Henry L. Heiskell, professor of meteorology, and D. J. Carroll, chief clerk, have been sus nended without pay, pending an in vestigation. Charges have been pre ferred against fifty employes in all, alleging that thy procured increases in salary or promotions in grade in return for promoting Moore's candi dacy for secretary of agriculture in President Wilson's cabinet. Thirty- one already have been demoted to their former status, it was an nounced. All papers in the cases have been laid before the civil ser vice commission. Fourteen cases are held in abeyance, Moore was dismissed and Charles T. Burns, his chief lieutenant, was demoted after an investication. Secretary Hous ton reported that Burns had traveled about the countiy at the govern ment's expense, ostensibly on busi ness, but in reality doing political work for Moore. Representative Gillette of Massa chusetts offered a constitutional amendment empowering congress to prohibit polygamy in all states and territories.
