APRIP 1913 13 higher praise than that hriof tribute from the British writer who has thug summed up briefly the story of his service in England. Thomas F. Bayard of Delaware, long a United States senator and the first representative of the United States to Great Britain to hold the diplomatic rank of ambassador, was appointed by President Cleveland in 1893 and served until 1897. Of him it is said by a British writer: "His tall, dignified person, unfailing court esy and polished, if somewhat de liberate, eloquence, made him a man of mark in all- the best circles. He was considered, indeed, by many Americans to have become too partial to English ways. . The value of Mr. Bayard's diplomacy was, however, fully recognized by the United King dom, where he worthily upheld the traditions of a famous line of Ameri can ministers." It is interesting to recall just now an incident in tho political lifo of our country, forgot ten by the most of those who are supposed to keep informed upon such matters. In a speech at Boston, England, August 2, 1895, Mr. Bayard said: "He (the president of the United States) stands in tho midst of a strong, self-confident and oft times violent people men who seek to have their own way, and men who seek to have that way frequently obstructed, and I tell you plainly that it takes a real man to govern the people of the United States." Again, on November 7, 1896, at Edinburgh, Scotland, Mr. Bayard made another address denouncing that "form of state socialism styled protection,' " in which he gave further 'offense to the violent people he had described truly at Boston. Mr. Bayard did not have to wait long for the proof of what ho had said "about the character of the people of this country;, for on March 20, 1893, after much delay and many speeches, the house of representa tives adopted by a vote of 182 to 72 101 members not voting a resolution declaring that "it is the sense of the house of representatives that" Mr. Bayard in "publicly using the language above quoted has com mitted an offense against diplomatic propriety and an abuse of the privi leges of his exalted position, which should make him the representative of the whole country and not of any political party." Naturally, the lan guage employed by Mr. Bayard was resented by the jobbers and chaff er ers who voted for the resolution; but it only had the effect of com mending Mr. BayaTd more than aver to the confidence of his honest countrymen, and to the respect of the great people to whom he was accredited. The last of the ambassadors to Great Britain of whom special note will be made here was John Hay, who did not fill the position of am bassador long, as he was called back home to take tho place of secretary of state in Mr. McKinley's cabinet, but filled it long enough to make himself one of the greatest of our diplomatic representatives to Eng land. His name will always be as sociated with the Hay-Pauncefote treaty, and for his part In bringing about the conditions that lead to the construction of the Panama canal. This note is made of him by a British writer: "John Hay was n, man of great and unassuming disposition, whose training in diplomacy gave a cool and judicious character to his statesmanship."
