ley M. Garrison, of his own state of
Now Jersey, to the cabinet, President
Wilson secured tho man who has
been generally characterized as hav
ing the most brilliant legal brain In
the state. Garrison was born in
Camden, November 28, 1864, and,
like the president himself, was the
son of a minister. His brother,
Charles G. Garrison, is a justico of
tho New Jersey supremo court.
Tho now secretary of war was ad
mitted to tho bar In 1886 and in
1904 was named vico chancellor. As
a jurist ho has been one of tho best
in tho state. Secretary Garrison Is
a lifo long democrat, has no entangl
ing alliances and is generally con
sidered a progressive.
William M. C. Red field, secretary of
commerce, is best known as the hu
man encyclopedia. Ho is one of tho
best authorities on the tariff and It
was because of his knowlwedgo of
suoh matters that President Wilson
impressed him for cabinet duty. He
was born in Albany, N. Y;, June 18,
1858, and .cam to New York in
1883, engaging in tho business of
manufacturing iron and steel tools,
forgings, etc. He is now vice presi
dent of the American Blower com
pany of Detroit, Mich., and Troy, N.
Y. Redfleld was turned down for a
renomination to congress lost fall by

state commerce commission ever
since his appointment by President
Roosevelt ten years ago.
While Martin K. Knapp, now
chief judge of tho coramorco court,
was chairman of the interstato cora
morco commission, and tho majority
of tho commission, siding with
Knapp, made the body ono which
ruled always In favor of tho rail
roads if it could find any kind of
an excuse to do so, Lano was a fight
ing member of tho minority. Ho has
boon largely instrumental in bring
ing the commission around to tho
views ho always has held and which
in tho earlier days were shared by
Commissioner Prouty.
Sinco tho commission became pro
gressive, Lano has been probably Its
most activo and most influential
member. Ho wroto tho great de
cision against tho advance In freight
rates two years ago affecting all tho
western railroads, while Commis
sioner Prouty wroto tho decision
affecting tho eastern roads.
Both were very able, but Lane's
will stand as probably tho strongest
discussion of the rights of tho pub
lic against railroad exactions that
has been Issued to tho present time.
Mr. Lane has formulated tho plans
for a general revision of express
rates, after a most exhaustive in
vestigation of the express companies.
There are, in fact, few big things
tho interstate coramerco commission
had done or attempted with which

Tho Philadelphia North American
says: William Bauchop Wilson,
secretary of labor, will bo tho only
foreign born member of tho cabi
net. Ho was born at Blantyryo,
Scotland. He is fifty years old. His
parents brought him to America; at
the age of nino years he was work
ing in a coal mine and at 11 he
was a half member of the miners'
union.
For nino years, beginning In 1900,
he was secretary-treasurer of the
United Mine Workers of America,
which union he helped organize in
1890. He has been a mombor of the
house of representatives for five
years. Ho lives on a farm in Bloss-1
burg, Pa. His wife was formerly
.Miss Agnes Williamson.
