The announcement of the court's
action was followed almost Immedi
ately by the declaration of counsel
for several of the opposing indepen
dent tobacco interests that an at
tempt undoubtedly would be made
to have the decision reviewed by the
United States supreme court.
Regarding the restriction sug
gested by Attorney General Wicker
sham that no corporation in the com
bination shall, during a period of
five years, acquire any stock in any
other corporations, Judge Lacombe
says:
"With a change of phraseology
which will make this applicable to
' all of the fourteen companies, this
request is approved. A similar re
quest is found among those submitted
by other objectors, with an addi
tional clause forbidding any one of
these fourteen companies making
loans or otherwise extending credits
to any of the others. This sugges
tion is a proper one, and may be
embodied In the attorney general's
request."

Somebody is getting ready to
tinker with the Sherman anti-trust
law. A New York dispatch carried
by the Associated Press says: "Presi
dent Seth Low of the national civic
federation inaugurated an extensive
plan by which the federation pur
poses to get the views of representa
tive men concerning remedial
measures to deal with the business
situation as it relates to the Sher
man anti-trust act. To this end a
series of questions was addressed to
some 20,000 representative men.
The answers will be classified by a
committee which includes President
Low, William Dudley Foulk of In:
diana, Frederick N. Judson of St.
Louis, Charles A. Severance of St.
Paul, and Edgar A. Bancroft of
Chicago.
It is expected that this compila
tion will be submitted later to the

An Associated Press dispatch says:
In' order to free the postal rates of
a stringent feature in regard to
second class mail matter, Postmaster
General Hitchcock issued an order
granting a full year as the period in
which publications, entitled to the
second class privilege but on which
subscriptions have expired, will be
accepted as second class postal rates.
This action rescinds the existing
rules providing for varying periods
of acceptance, ranging from throe
months to a year, according to the
frequency with which the publica
tion is issued. The new regulation
will give publishers a greater oppor
tunity to secure renewal of subscriptions.
A Washington dispatch to tho Chi
cago Record-Herald says: For tho
first time the government asked the
supreme court of the United States
to proclaim as the law of the land
that "running a corner" on a stock
exchange is a violation of the Sher
man anti-trust act.
The point came up in tho oral
argument of Solicitor General Leh
mann in support of the indictment
of James A. Patten, Eugene G.
Scales, Frank B. Haynes and William
P. Brown on charges of conspiracy
on Jan. 1, 1910, to "run a corner of
cotton" on the New York cotton ex
change. Essential counts in the in
dictment had been declared errone
ous by the United States circuit court
for southern New York and tho gov
ernment was arguing for a reversal.
Ex-Senator John C. Spooner argued
for an affirmance.
An Associated Press dispatch says:
Amendment of the Sherman anti
trust law at the coming session of
congress is to be undertaken in
earnest by democrats of the house,
according to a declaration by Repre
sentative Henry of Texas, ranking
member of the committee on judi
ciary. Representative Henry's an
nouncement came while President
Taft and Attorney General Wlcker
sham were in conference at the white
house as to the advisability of sup
plemental anti-trust legislation. The
house democrats, it was declared at
the capitol, will push legislation
along this line, whatever may be the
administration's determination in the
matter. In addition to anti-trust
legislation, the judiciary committee
also has decided upon revision of
the injunction statutes and the law
regulating contempt cases. "The
coming session of congress is by no
means to be overshadowed by tariff
legislation," said Representative
Henry, in speaking of the plans of
the judiciary committee. "Of course,
the tariff revision will be of the
greatest importance, but it will not
minimize other matters to come be
fore the house."
