vantages of tho Oregon system. Mr.
Bourne said that with its registra
tion plan, Australian ballot, direct
primaries and initiative and refer
endum, Oregon had evolved tho
best system yet formed for tho
control of elections, He spoke of
tho initiative and referendum as tho
arch of popular government and
contended for tho right to recall an
official onco chosen as a proper
corollary of this system. If capable
of electing he was sure that tho
peoplo could be depended on not to
exorcise the right to recall a com
petent official."

The house has adopted an amend
ment to the Moon bill for tho codi
fication of laws relating to tho
judiciary, increasing the salary of
the chief justice of tho United
States from $13,000 to $15,000 and
the salaries of the associate justices
from $12,50Q to $14,500 a year.
Representative Harrison, of Now
York, intrduced a resolution request
ing the president to reconvene con
gress March 4, for the purpose of
revising, downward, the schedules of
tho Payne-Aldrich tariff law.
President Taft has issued tho
following proclamation, calling for
funds for the plague sufferers in
China: "As president of tho Ameri
can Red Cross I appeal to tho peoplo
of this country to aid the unfortu
nate, multitudes who are dying of
starvation because of famine in
China, either by money contribu
tions, which should be sent to the
