Neb., has announced his candidacy for the democratic nomination for congress in the Sixth Nebraska district. Mr. Shumway has issued this statement of his posi tion: The candidate for office should let the people know where he stands on public questions, and that . inspires the following statement: I announce myself early, so that people may find out all my frailties in ample time to determine whether I am suitable for the position. I believe a platform is a pledge; ard any violation of such pledge should merit recall, and the public should have full opportunity to re call any officers who "embezzle power." , Cannon is the accentuated type of the despotic power initiated by Tom Reed, that is gradually usurping au thority. Yet Cannon is as good as the body that tolerates "him, and in my opinion many members rejoice that he is there that they may shift responsibility for their own non action. I favor substantial reductions in duties on imports gradually for a period of ten or twenty years so as not to disturb business, until the na tion is upon a tariff for revenue basis. A prosperity built upon protection bears too great a hazard to be a per manent good business policy. It might be possible that it could be used to advantage in compelling for eign countries to open their doors, but that is insufficient use for the ex istence of such a system of political economy. The products of western Nebraska that now have, or may have, protec tion are particularly hides, wool and sugar. All these being the products of agriculture, and this being essen tially an agricultural state, I am not satisfied to consent to a reduction or the abolition of duties on these ar ticles only to satisfy a demand for downward revision. I am not in fa vor of making the farmer the goat. If downward revision is horizontal, Nebraska farmers will accept their part cheerfully. There is danger in attacking specific schedules in that it arouses sectional antagonisms, and is likely to result as did the last at tempt. However, free lumber, free wood pulp, and free paper, free coal, free Iron and free oil would aid much in the solution of questions of conser vation of our natural resources, and abolition of duties on such articles Is desirable. I am opposed to ship subsidies for the merchant marine, but favor nec essary subsidies for establishing mail lines to Pan-American countries. If It seems likely that a ship subsidy bill shall pass, it should be so ad Justed that any material favors shall be only by way of reduction in duties on imports that are shipped In Amer ican made vessels and under Amer ican colors. The interstate commerce commis sion should have power to prevent any arbitrary advances of rates of any interstate corporation, until that body shall have time to examine into and determine if such advance is justified by conditions.
