Mortm'd official statement showed that for the year ending June 30, 1907, these details were made to the various departments: Justice, 67; state, 1a "war, 3; navy, 4; commerce and labor, 3 total, "84. From July 1, 1907, to February 29, 1908, the date when the subject "was under investi gation: Justice, 51; state, 5; war, 4; navy, 5; Porto Rico, 1. Total, 86. ' ' By way of argument favoring the detail of service agents and the re peal of the limitation .prescribed by congress, the president in his mes sage dealing with the secret service said: "These practices (details of secret service men), have enabled us to'dlsr cover some of the most outrageous frauds in connection with the theft of government land and government timber by great corporations and in dividuals." When Assistant Chief Moran was asked if his .agents had been detailed or loaned to the interior department, he replied: "Not recently; we have not had a call from the interior department for 1 oh, a long while." Contradicts President Secretary of the Interior Garfield appeared before the committee March 25, 19 OS. Mr. Fitzgerald asked him: "Mr." Secretary, do you employ secret service men In this work?" re ferring to depredations on public timber, protecting public 'lands, etc., that was under investigation. Sec retary Garfield replied: "None at all, and that is one of the points that I want to bring out in xjonnection'witlr the general ques tion of the force of agents; none of them is employed as a detective. They are simply men who go out there for the purpose of investigat ing any entries, charges made of any kind, and their duty is as much to help the honest entry man as to catch. the" dishonest one." "Have they been given written in structions to that effect?" "One of the first things I did was to give them such instructions." "Then they .are not longer em ployed as inspectors performing cer tain service as secret service men?" "They are not." In this instance, at least, the secretary-of the interior repudiates the statements of the president in hio message. Assistant Chief Moran admitted on the stand that the practice of detailing secret service men had been increasing right along during the last few years. Chairman Tawney asked him: "Is it not a fact that prior to about six or seven years ago men in your secret service were requested by other departments very infre quently?" "Comparatively, yes." Mr. Moran admitted that the bu reau kept in the neighborhood of twenty men in addition to the men necessary to do the work under the appropriation on hand all the time to supply other departments, and that they had need for all of them re cently in that way. Following the limitation placed upon the appropriation for the sup port of this Bureau, and, it is claimed, by way of revenge upon the congressmen responsible, it is al leged that several of these secret ser vice agents were put into the field during the campaign to work against the re-election of these members. It is stated, although Chairman Tawney will not publicly admit it, that much work of this sort was The Commoner, aone in his district. He was re turned by a reduced majority. Taw ney is chairman of the committee on appropriations and was chiefly re sponsible for this limitation. Under existing law an appropria tion is made for each executive de partment for the class of work done by secret service agents, but the de partments are expected to find their own detectives and not encroach up on the trained force established by law for a specific purpose. The lim itation placed In the last law in no wise crippled any executive depart ment. Pronounced disapproval of the uses to which the secret service was being put did not appear among members of congress until more than three years ago, when the disclos ures regarding conditions in the Chi cago packing houses were made, fol lowed by proposed legislation re quiring governmental inspection of all animals slaughtered for food pro ducts. The public declaration was then made that secret service detec tives were being placed to follow the movements of all members of the beef trust and their representatives who came to this city. Soon after ward Representative James W. Wads worth, of New vJork, then chairman of the house committee on agricul ture, and opposed to the proposed meat Inspection. legislation, an nounced that spies were on his track and reporting all his doings to the president. Since that time dissatisfaction with the outside workof the secret. service has become general and self evident. The general declaration Is frequently made that everybody in the senate and house who has opposed the pres ident's views and wishes during the last two, years has been shadowed by officers assigned from the secret service Representative Lilley re nentedlv said he was at all times followed by government detectives after his sensational declaration that a submarine Doat company naa paia money to several members of the house naval affairs committee. Mrs. Morris Investigated -Senator Tillman publicly declared that secret service men and also members of the Washington city po lice force were utilized in ascertain ing the antecedents of Mrs. Minor Morris, who was forcibly ejected from the White House offices while seeking an audience with the presi dent. The purpose of the inquiry was to demonstrate her violent tem per and supposed insanity. Three years ago the assertion was made that the secret service then carried twenty more men than were needed in performing the legitimate -work of the bureau and that 300 men were on the waiting list who could be given assignments when ever required. Secret service men were much em ployed during the period leading up to the Spanish-American war and close watch was maintained on all foreigners under suspicion. It was men said that a woman residing hero went to the navy department and complained that this high naval offi cer nau auuuctrcd her daughter. Spies wero placed on his track to ascertain if this Btatemont was true. It sub sequently dovolopod that tho daugh ter whom tho officer was accused of abducting was married, which added to tho complications of tho situation. In all cases whero chargos are filed against government officials socret service men are detailed 'to investi gate them. This was done when a crusade wan started against Secre tary Moselcy, of tho interstate com merce commission.
