to advocates of government owner

toward conservatism is blind to evory

the circumstances I have described

an acute condition, involving pecu
niary loss and mental strain, serious
as it is, to lead you from a broad,
impartial, just and patriotic view of
the situation.
"In this widespread catastrophe I
have the deepest sympathy with the
great body of business men and wage
earners, who, I know, are honest and
who have to bear the brunt of it, and
I feel the greatest solicitude and anx
iety for their recovery. But I urge
them not to allow their resentment at
conditions to bo made a weapon
against the public weal."
Describes Digging of Canal
Secretary Taft in his address at
the Elysium club late this afternoon,
described the work of digging the
Panama canal. In conclusion ho said:
"I venture to say that we shall be
disappointed at first in the amount of
business done in that canal. It
doubtless will increase the efficiency
of our navy but in the matter of
trade you can not turn- it all at once,
and I will say it will take ten years
to adjust the world to that new meth
od of getting around it. I do not
believe we will get our money out
of the canal in a great many years
in. the form of tolls, but it is not
necessary that we should. It is a
great work for mankind that we are
doing and we can well afford to wait
for any profit.
"And now about the navy. I am
the secretary of war, and that has a
very formidable and pugnacious
sound. As a matter of fact, if we
had a war I should feel like resign
ing. I do believe from the soles of
my feet to the top of my thin hair
that a navy maintained as it ought
to be, because we have the money
to maintain it, is an insurance against
unnecessary war. Not that we should
boast, but a nation of 80,000,000 peo
ple who believe themselves as far
advanced in civilization as any na
tion, should be in a position where
and when it Is necessary to assert
themselves they may do so not only
with dignity, but with something be
hind that dignity to enforce their
judgment."
