While Mr. Hay has not been well for several months, his death came as a surprise. Sailors of the Russian battleship Kniaz Potemkine mutinied, murdered their officers and threw their bodies into the Black sea. John D. Rockefeller has given $1, 1000,000 to Yale university. The New York state senate has adopted the report of the judiciary committee calling for an investigation of the charges against Warren B. Hooker, one of the judges of the state supreme court. James B. Dill, famous as a corpora tion lawyer, delivered an address at Oberlin college in which ho said that "graft" is a serious menace to Amer ican, life. Graeme Stewart, a distinguished citizen of Chicago, is dead. David B. Henderson, former speaker of the national house of representa tives, suffered a stroke of paralysis at his home in Dubuque, la. Sessions today, when ho allowed pro ceedings in a murder trial to bo in terrupted every few minutes that a cotton broker on the jury might learn which way the cotton market was go ing. The co"Urt hold that he was justi fied by the bland declaration of the juror that ho could better give his attention to the testimony of wit nesses when he knew whether or not his clients were being lost. Every twenty minutes of so a messenger boy carrying a yellow slip was cour teously ushered by a court attendant to the jury box and the trial was stopped until the broker .had read the slip. After that he would tear up the paper and look up with a "now-you-may-go-ahead" expression on his face, whereupon the case went ahead. The brfcker was Barton S. Castles, one of twelve men who will decide the fate of Emma Nash, a negress accused of the murder, March 2, of her husband, Josiah Whitehurst, by stabbing him in the head. Castles is a member of the cotton exchange. He is about 28 years old and a south erner. He said in answer to ques tions that he had no prejudices against negroes. Health authorities of Ecuador havo reported Panama to be infected with bubonic plague. A dispatch to the Chicago Hccord Herald, under date of Philadelphia, Juno 28, follows: Mayor Weaver in a letter to Director Acker of the de partment of public works, made pub lic today, held up all payments to Daniel J. McNichol for work done on a nitration contract involving more than $1,000,000. The mayor charges the city has been defrauded out of more than $233,000 by means of the interpretation put upon the contract by John W. Hill, the former chief of the nitration bureau, who is under bail on two criminal charges in con nection with other contracts, and by William C. Haddock, former director of public works. McNichol is said to have collected extra money to? work which tho contract required him to do. Tho mayor also announces his intention of suing civilly to recover the amount of whlcn ho declares tho city was defrauded and to bring crim inal' proceedings. Charles A. Otis, Sr., aged 78, former mayor of Cleveland, is dead. Tho Vigo County National bank at Terre Haute, Ind., closed its doors June 28. It is reported that the short age amounts to about $70,000. The following statement of the op erations of the treasury for the fiscal year ending June 30 was made public June 29: "The government fiscal year ends tomorrow. The treasury deficit for the year will be approximately $24,500,000. This amount js subject to a slight, but not material change. The last report of the secretary of the treasury estimates a deficit for this fiscal year of $18,000,000. The actual deficit exceeds this by $6,500, 000. The receipts for the fiscal year have been about $543,000,000, $2,000,- 000 more than the receipts estimated by the secretary of the treasury in his last report. The expenditures have been $567,500,000, or about $8,500,000 more than was estimated. The month of June just closing shows a hand some surplus of nearly $13,000,000 and reduced the deficit from $37,000,000 to $24,500,000. A comparison of the receipts of this fiscal year with those of the preceding year shows re markably small changes. A compari son of the expenditures of the two years shows wider variations. Civil and miscellaneous expenditures in 1904, excluding payment for the right of way for the Panama canal and the loan to the Louisiana Purchase Ex position company, were $122,400,000; this year they were $147,200,000, an increase of $15,000,000 of which more than, half is an increase in the postal deficiency. The war department ex penditures in 1904 were $115,300,000; this year $122,400,000; an increase of $7,000,000. Navy department expendi tures in 1904 were $102,800,000; this year $117,300,000, an increase of $14, 500,000. Indians in 1904, $10,400,000; Addison Ballard, the pioneer lumber dealer of Chicago, died June 28. Ac cording to the constitution of May 17, 1814, which is still in force, and to the formal resolution of the storth ing passed on June 7 last, Norway even now is a kingdom, with Its throne vacant, and hence King Oscar's de clination has not decided tho ques tion as to whether the future govern ment of Norway will be under a re public or monarch. It is pointed out that If King Oscar persists in his re fusal to nominate a member of his house to the throne, Norway Is free to offer the crown to another prince. A tornado struck Philllpsburg, Kan., June" 28. Eight people were killed and great damage to property was done. Reports frpm the isthmian canal commission show that on June 1, there were 9,702 persons employed in canal work. The grain firm of Knight, Donnely & Co., Chicago, has failed. Liabili ties are estimated at $3,000,000. The assets are $2,500,000.
