The Fall of Port Arthur
On Monday morning the Associated
Press bulletined an announcement that
General Stoessel, commanding tho Rus
sian forces within tho beseiged pre
cincts of Port Arthur, had raised a
white flag in token of surrendor. Later
the news was confirmod, and it was
announced that General Nogl of tho
Japaneab forces had appointed commis
sioners to confer with General" Stoessel
oh the terms of surrender. The nature
of tho terms of surrender are not yet
known, but dispatches from Tokio in
dicate that they will bo of tho most
generous character. It is probable that
tho entire garrison will be paroled and
allowed to return to Russia.
Tho seigo of Port Arhur practically
began on February 8, 1904, when Ad
miral Togo's fleet of torpedo boats at
tacked tho Russian squadron, damag
ing three of tho principal Russian bat
tleships. Since that date nearly every
day has been marked by both land and
sea fighting around the doomed city,
and the attack and defense have been
marvels of modern warfare. The last
few weeks of the Beige were marked by
hand-to-hand fighting over the breast
works, and tho slaughter ha3 been,

surrender of Stoessel as rendering Ku
ropatkin'3 position increasingly dan
gerous. The surrender releases the
beseiging army of 80,000 Japanese and
permits it to join forces with the
armies in the north.
