The Commoner. MARCH IS, 1904. 15 Tha War In the East. Events follow slowly, to all appear ances, in the Rus30-Japaneso war. Aside from constant pounaing away at Port Arthur, nothing seems to be doing, although it is evident that both Russia and Japan are working night and day in anticipation of the speedy coming of the time when the real struggle will take place. So far Japan seems to have all the "best of the struggle, but this may be due in part to the fact that Japan is near the scene of conflict and there fore enabled to act quickly. On the other hand Russia is compelled to move troops and supplies a distance of 3,000 miles, and by means of a single-track railroad that is inferior to most of the little branch lines of railroad 'in the western part of the United States. Later reports are to the effect that the Japanese have finally succeeded In driving the Russians out of Tort Arthur, although they themselves have not yet succeeded in entering the city. The Russian fleet, although bad ly crippled, still commands the har bor at Port Arthur. In a land engagement near Kasan the Japanese managed to force the Russians to retire, but the casualities were small on both sides. The Paris correspondent of the As sociated press, under date of March 12, says: The informal suggestion that Franco and the United States act jointly as peacemakers in the far eastern war has been made within tlie last weok, and although the offi cials consider that any peace overtures would be futile at the present stago of the conflict, yet the suggestion leads to the belief in very high quarters that France and tho United States will become tho eventual peacemak ers. The suggestion came from a prominent American railroad man, who probably has the largest railroad dealings with Russia of any Ameri can; During the recent visit here he called at the American embassy and other official quarters. In the course of his visit he strongly urged that France and the United States, by rea son of their international friendships toward the two belligerents, were specially qualified to initiate a peace movement. The -American believed Russia would gladly avail herself of the opportun ity even now and that international influence would favorably incline Ja panese. The suggestion was entirely unoffi cial and informal, but none the less it was expected it would prove a germ for official action. The Dignity of Labor. In one sense the labor unions be lieve earnestly in the dignity of la bor, and in another sense they do net. They believe that no matter how menial the worn, no matter how dead ening, how monotonous, or oven how filthy, the man who performs it faith fully' is deserving of the praise and the thanks of tho community, and is not paid in full when he receives his wages. The unionists feel that it is not the work itself, but the spirit in which the work is accepted and performed, that ennobles the worker. The unionist does not believe that man was put upon this earth for no better purpose than ceaselessly to push a wire through a little, hole or endlessly repeat the same simple, uni form operation. He believes, on the contrary, that man should be, as far as possible, re lieved from work partaking of the character of drudgery, but that such work as is necessary should be per formed, unhesitatingly, uncomplain ingly and const ientiously. The principal clement which gives to labor its dignity and ennobling quality is its voluntary character. There is nothing ennobling about the toil of the slave crouching beneath the lash. There is nothing ennobling in the work of the serf bowed down by the weight of centuries. There is little of the dignity of la bor in' the forced labor of the convict, or of the -man toiling under the pa drone system. The greater the initiative and the more complete the independence of -the worker, the greater the pleasure in his jvork aud tno more educaiing and ennobling it becomes. W2 cannot do without subordina tion; we cannot carry on our great industries without the sublection of the individual" workman to the will which directs the whole machinery. When, however, the wage-earners have fixed upon fair and reasonable working rules work becomes a pleas ure, and what was formerly a stern duty becomes' the joy of acnJevement.
