A Washington dispatch says that some o tho larger items in tho bill are: lwo million dollars for armament and armor for new ships; ?2UU,0UU for the naval station at Guantanamo, Uuba, $100,000 for Alaskan boundary survey; $750,000 for construction of tho new ofilce building for the house of repre sentatives; $145,000 for mileage for membors and senators; $300,000 for rural free delivery and $2,400,000 for collecting the customs revenues. A thorough investigation of the charges against Senator Smoot of Utah In connection with the demand for his expulsion from the senate is tc be made by tho senate committee on privileges and elections. A resolu tion is to bo introduced to authorize the committee to semi toi Wiu.c, and documents. According to the ai swer filed by Senator S'moot, ho de clares he does not obey the Mormon church except as regards spiritual things. The house devoted the entire ses sion on January 23 to the discussion of the nrmy appropriation bill m" com mittee of the whole. Some criticism was made of the war department for the expenditures mado by the bureau of ordnance and fortifications in con nection with the Langley airship, it being declared that such expenditures were without the sanction of congress and that the airship was without utility. The Panama canal treaty is still under discussion in the senate, it is stated that resolutions of inquiry will occasion much debate on the subject, and that as soon as tho discussion on the subject is exhausted, an ex ecutive session of the senate will be ordered and the treaty will be dis cussed behind closed doors, it is also rmenSn!'deiJ !
