Tho commissioners express tho opin ion that differences can best bo settled by consultation by the omployor with a "committee chosen by his em ployes," but they add that in order to bo entitled to such recognition tho la bor organization must give tho same recognition to tho rights of all tho employes and of others which it de inandB for Itself, and for its members. Thoy add: "Tho union must not undertake to mssumo, or to interfere with, tho man agement of the business of tho em ployer." Thoy also announco untonablo tho contention that a majority of tho em ployes of an industry, by voluntarily associating thomsolves in a union ac quiro authority over those who do not 'so associate thomsolves.
