The report of tho commission ap pointed by the president last October to investigate tho anthracite coal strike was made public today. The re port is dated March 18. and is signed by all the members of the commission, who are Judge Gray of Delaware, La bor Commissioner Carroll D. Wright and Brigadier General John M. Wil son, both of this city; Bishop John J. Spalding of Illinois, Thomas K. Wat kins of Pennsylvania, Kdgar E. Clark of Iowa and Edward W. Parker of this city. Tho report is to, be illustrated, and it will be accompanied by the testi mony taken by the commission, but thus far only tho report proper has been printed. This alone covers eighty-seven pages of printed matter. In brief, tho commission recom mends: A general increase of wages amount ing in most instances to 10 per cent Some decrease of time. The settlement of all disputes by arbitration. Fixes a minimum wage and a slid ing scale. Provides against discrimination of persons by cither the mine owners or the miners on account of membership or non-membership in a labor union, and Provides that tho awards made shall continue in force until March 31, 1906. The commission discussed to some extent the matter of recognition or non-recognition of the miners' union, but declined to make any award on this. Commissions own summary of tho awards made: First That an increase of 10 per cent over and above the rates paid in the month of April, 1902, be paid to all contract miners for cutting coal, yardage and other work for which standard rates or allowances existed at that time, from and after Novem- uer i, iyuz, ana during tho life of Iflllo n liro n1 TltA .... l. Third During the life of this award, the present methods of pay ment for coal mined shall be adhered to unless changed by mutual agree ment In all of the above awards it is provided that allowances like those made shall be paid to the legal repre sentatives of such employes as may have died since November 1, 1902. Fourth Any difficulty or disagree ment arising under this award, either as to its interpretation or application, or in any way growing out of the relations of the employers and cm ployed, Which cannot be settled nr nrl- jUSted by consultation hetween tho superintendent or manager of the mine or mines or the miner or miners directly interested, or is of a scope too large to be settled or adjusted, shall oe rererrea to a permanent joint com mittee to bo called a board of concil iation, to consist of six persons, ap pointed as hereinafter provided. That is to say, ir. there shall bo a division of the whole region into three dis tricts, in each of which there shall exist an organization representing a majority of tho mine workers of such district, one of said board of concilia tion shall be appointed by each of said organizations and three other per sons shall be appointed by the oper ators, tho operators in each of said districts appointing one person. The board of conciliation thus con stituted shall take up and consider any question referred to it as afore said, hearing both parties to the con troversy and such evidence as may be laid before it by another nnrfv ,i any award made by a majority of such uuaiu ul uouciiiation snail be final and binding on all parties.
