In his second paper in The Outlook
on tho subject of Addlcka and Dela
ware, Mr. Georgo Kennun makes somo
interesting revelations as to the sys
tematic methods by which the cor
ruptlonlst went about hi3 work of
buying a seat in tho United States
senate. He employed a young attor
ney to make an investigation into tho
circumstances of each member of tho
legislature. The questions which he
desired to have answered wero: Who
is ho? Where is he trom? What is
his age? Is ho married or single? If
married, how many children has ho?
Does he own any real estate, and if
so, are there any mortgages on it?
What is ho thought to be worth? and
What are his habits and general repu
tation? The use Addicks made of this
information is obvious. According to
the cynical view of tho bribe-giver a
poor man, with a largo family and a
mortgage on his farm, could safely be
approached with direct offers of mon
ey, whilo a legislator differently cir
cumstanced must be reached by more
subtlo means. Addicks made lavish
contributions to tho campaign ex
penses of legislative candidates, giv
ing them every opportunity to misap
propriate tho funds placed in thoir
hands, thus bringing them within his
powor. His systom was to take ad
vantage of weakness and adroitly to
undermine character. That with all
bis money, method, and tenacity of
evil purpose, year aftor year brought

the minority.
