THE WEEK AT WASHINGTON.
On May 24 the bronze statue of
General Count Rochambeau, of revolu
tionary fame, was unveiled at Wash
ington. This statue was dedicated to
the American people by the French
dignitaries representing the French
government.
Lord Pauncefote, British ambassador
to the United States, died in Wash
ington May 24. He served as minister
to this government for thirteen years,
and has been forty years in the ser
vice. He has been concerned in some
very important transactions in tho
history of this country, such as the
Bering sea negotiations, the arbitra
tion treaty, and the Hay-Pauncefote
treaty, recently ratified. Lord Paunce
fote was seventy-four years of age.
The democrats of the house have
secured an amendment to tho naval
appropriation bill, providing that the
government build the warships. This
is designed as a blow at tho ship
builders' combination. The republi
cans were almost united in opposition
to this amendment, but when the mat
ter came to a vote, it was carried
through.
Senator Morgan, from the commit
tee on isthmian canals, submitted to
the senate on May 26 the adverse re
port of the committee on Senator
Hoar's bill, placing the selection of a
route for a canal in the president's
hands. Tho bill is opposed on tho
ground that it makes no provision for
further exploration of routes, and
leaves the president to make a selec
tion on the statement of facts already
ascertained. It is contonded that
"however safely the country may rely
on tho wisdom and just discretion of
tho executive, the policy is not
wise nor safe as a rule of govern
ment." Captain McDonald, one of the officers
accused in Corporal O'Brien's testi
mony, was before the senate Philip
pine committee on May 26. He denied
all the allegations made by O'Brien,
and declared that the corporal was not
at the places mentioned at alL
Mr. Gallinger of New Hampshire of
fered a resolution in the senate on
May 26, providing that the judiciary
committee should make an investiga
tion into the subject of lynchlngs in
the United States, with a view of as
certaining whether there Is any rem
edy for them. He gave figures show
ing that during the past ten years 2,-
658 lynchings had occurred in the
United States. Mr. Bailey questioned
the legality of such an investigation,
as did Mr. Hoar. The resolution went
over.
Tho Philippine bill was again dis
cussed in the senate on May 26. Mr.
Patterson spoke in opposition to the
measure. Mr. Hoar also took part In
the discussion .declaring that he would
rather lose his right arm than txtfee
the position he had taken, hut he was
so constructed by his Creator that he
could not help it-
Representative Cochran of Missouri
has Introduced a resolution calling
upon the president to send to the. house
all information as to the investigation
of the alleged maintenance of a Brit
ish military supply camp In LouIp
iana, and also all documents, letters,
and papers relating to the matter.
On May 26 Senator Hoar introduced
tho following resolution: "That tho
president be required to inform the
senate whether there be any law or
regulation in force In the .Philippine
islands which will prevent any native
of those Islands who may jbo desire,
who is not under arrest and against
whom no charge of any offense against
tho United States is pending, from
coming to tho United States and stat-
.ing his views or desires as to tho in
terests of his peoplo to the president
or either houso of congress." This
"resolution was adopted by tho senate
on May ?7.
The president has nominated Rob'ert
S. McCormick of Illinois to be am
bassador to Austro-Hungary.
On May 27 tho houso passed th?
Shattuc immigration bill, which re
quires an educational test for immi
grants before entering this country.
An amendment, introduced by Mr.
Bowersock of Kansas, to prohibit tho
salo of intoxicating liquors at immi
gration stations, was passed. This
amendment was followed by another,
prohibiting tho sale of intoxicants in
the capitol, and it also prevailed by a
voto of 108 to 19.
On May 27 tho senate committee on
privileges and elections reported ad
versely on tho house resolution pro
viding for the election of senators by
the peoplo A majority of the com
mittee is in favor of the Depew amend
ment, making the election of senators
in all states uniform, and providing
that congress shall have power to en
force the amendment.
On May 27 Secretary of State Hay
coucluded an extradition treaty with
tho goveicment of Chile, South Amer
ica, whereby one of the principal
places of refuge for criminals com
mitting crimes in the United States is
closed.
President Roosevelt signed the Ind
ian appropriation bill, and tho omni
bus claims bill on May 27.
Senator Lodge, chairman of tho sen
ate Philippines committee, stated on
May 28 that tho witness O'Brien whose
testimony before the committee re
fleeted severely on Captain McDonald
and other army officers, will bo prose
cuted by the proper - officers on the
charge of perjury.
Representative Bartlett of Georgia
has introduced a resolution requesting
information of the secretary of war as
to the amount of salary or other com
pensation paid General Leonard Wood
as governor general of Cuba, and by
what authority such payment was
made.
On May 28 tho house spent the day
debating the bill to increase tho sub
sidiary coinage by coining the silver
bullion in the treasury, and recoining
standard silver dollars as the public
necessities may require. The limit of
subsidiary coinage Is now $100,000,
000. The bill increases this to an In
definite amount according to tho dis
cretion of the secretary of tho treas
ury. The democrats of the house op
posed the bill, claiming that it was
only a step in the direction of the com
plete striking down of the silver dol
lar. Mr. Newlands of Nevada finally
offered an amendment making sub
sidiary silver a legal tender, and tho
rest or the day was spent in debating
this point. On May 29 this amend
ment was defeated and the bill passed
in its original form.
On May 28 Representative Shallen
berger of Nebraska addressed the
