"Tho problem presented is one not
to be solved by eloquent denunciation
of the system of slavery, nor by mere
declamation concerning tho blessings
of liberty. Its proper solution demands
tactful methods which shall be at the
same just and practicable."
The .report devotes much attention
to the advantages of the proposed coin
age system based on the gold stand
ard which differs ffom the silver sys
tem proposed by the senate bill. As
against this plan tho report says the
principal alternative plans presented
are for the introduction of American
currency as the solo legal tender of
the Philippines and the continuance In
one form or another of the silver
standard.
The report says that the strongest
objections to the introduction of
American currency are the changes it
would make in the existing standard
qt value, excessive size of the "unit
which it would introduce into the
transactions of the natives, and the
difficulty of maintaining a costly cur
rency in a poor country. s
-The continuance of the silver stand
ard in any form which does not raiso
the coin to a fixed parity with gold is
pointed out to be subjected to the
same objections now made by the
business community of Manila against
the existing system. The islands have
had sufficient experience under such
a system says the report, to justify
the belief that they desire to return
to the" gold standard which prevailed
,in the islands prior to 1898.
The democrats filed a minority re
port which amounts to a declaration
of policy on tho Philippines. It says
in part:
"The chief question involved is
whether under tho guise of the forms
of, 'civil government a policy unjust
'and cruel' to 'the people of the Phll
'irVpfne islands and injurious and dis
honoring to American citizenship shall
be definitely if not perpetually con
tinued or there shall be substituted
in its steatl a more righteous and hu
mane policy, the Intent and purpose
of which is to confer upon these
people with the shortest practicable
period and upon reasonable and proper
terms an autonomous system of free
self-government, based upon the prin
cipal of Independence, which, after
the lapse of a reasonable period to af
ford training and experience, shall
eventually pass into unqualified and
absolute independence."
HANNA KEEPS RATHBONE.
A Washington dispatch to the New
York World, under date of April 7,
says: "Senator Hanna, if necessary,
will furnish $100,000 bail for Estes G.
Rathbone, now in jail at Havana un
der sentence of ten years' imprison
ment for complicity in tho Cuban pos
tal frauds. Senator Hanna firmly be
lieves in Major Rathbone's innocence
and will leave nothing undone to se
cure a new trial for him. It was pro
nounced untrue by Senator Hanna to
day that he had forwarded a certified
check, to Havana for $100,000 to bail
Rathbone. Mr. Hanna is now con
ducting negotiations with his repre
sentatives in Havana. He considers'
the bail exorbitant and is seeking to
have it reduced. Whatever the amount,
he will arange through some financial
institution to have a bond furnished.
It is not understood here that the giv
ing of bail will permit Rathbone to
leave Cuba, but he will have a respite
from prison until his case has, been
carried to the higher courts."
