(Continued from Pago 11.) a secret and confidential report to hla own government; and "Wlioroas, The Hold Christmas, agent and representative as aforesaid, In lily report to his government, declares and sots forth among other thing the fact that tho government of Denmark has contracted, agreed and obligated Itself to pay and tttru over to him, tho said Christmas, 10 per cent, or about $500,- 000, of tho proceeds of tho purchase money arising from tho sale of said Islands to tho United States when the same . shall have been paid by the United States fo Denmark, for the ox press purpose, as has been declared and set forth by him in Ill's said tecrcr report to his government, of tho brib ing of members of tho United States congress, Including members of the houso of representatives and ether prominent citizens of this country, and so subsidizing American legislators to the end that the pending treaty between- tho United States and Denmark for tho sale of tho Islands by the lat ter to the former govornment, may be consummated." The resolutions further recite that said secret report states that the $500, 000 shall bo Immediately paid to Christmas, If tho purchase money Is paid by the United States, for the cur rent objects set forth. The pendency of the ratification of the treaty is also sot forth. The republican leaders hurriedly consulted during the reading of tho resolution, and when the reading had been concluded Mr. Payne, the major ity leader, immediately made th') point of order that the matter was not privileged. The basis of the resolution, Mr. Payne said, contemptuously; lay In an alleged secret report to the Danish government. Instantly Mr. Richardson met this with the statement that he had a copy of tho sccrot report to the Danish gov ernment. "On my honor, as a member of this hpuso," said he, "I now have in my desk what purports to be, an3 what I believe to be, that secret confi dential report. Assuming the full .re sponsibility of my words, I believe t have unmistakable evidence that this report was made to the Danish govern ment by a quasi, if not a real, agent of that government." The resolutions were perfected by the Insertion of "It is alleged" before all assertions of fact. At the sugges tion of Mr. Lacoy (la.) the reference in tne resolution to newspapers was read to read, "Newspapers or press asso ciations." With these changes the resolutions were put to a vote and were carried without a dissenting voice. Tho speaker immediately announced the investigation committee as follows: Representatives Dalzell (Penn.), Hill (111.), Cousins (la.), McCall (Mass.), republicans; and Richardson (Tenn.), I nsmoro (Ark.), and Cowherd (Mo), democrats.
