of freo mining were examined. Upon a general reylew of the entire suUJect, the author

wholo, gold and allTor, when obtainod by free mining and paid labour, had cost to the
world a far greater prico lhan they represented in the exchanges. Montesquieu arrived
at this conclusion by instinct; Mr. Del Mar reached it through historical research.
