raise Work of Colored Nurses in Polio

|gro nurses came in for special
praise recently by Miss Ann Mag
nusse, director of American Na
tional Red Cross Nursing Services,
as she made a plea for replace-1
ments of polio nurses who have
been called back to the school
room by the opening of schools.
“Colored nurses are already at
work in cities hard hit by polio in
the states of Illinois, Minnesota
and Iowa,” said Miss Magnussen.
“We urge qualified women to
enroll for duty through local Red
Cross chapters whever needed.”
It is hoped that the danger point
of the season is past but nurses
will continue to be needed for
polio patients who require day and
night attention.
“Salaries and expenses of polio <
nurses are paid by the National
Foundation for Infantile Paralysis.
As of Aug. 16, 1952, there were
16,447 reported cases of polio in
the United States, a figure equal
ing totals reached in the 1949
epidemic, one of the most severe
in the history of the nation.
“Red Cross especially urges
registered professional nurses to
respond to our appeal for help. No
special experience is required but
nurses recruited by Red Cross are
requested to serve for a minimum
of two months.”

NEW YORK—(ANP)—Applica
tions now are being accepted for
the fourth annual Chopin scholar- J
ships for talented young pianists
and composers, the Koseiuszkoi
Foundation, sponsors of the1
awards, announced this week.
The foundation will present two
j awards of $1,000 each. One to a
[pianist between the ages of 15 and
[21 and the other to a composer be
tween the ages of 17 and 30.
Preliminary and final auditions
for pianists will be held on three
or four consecutive days at the 1
foundation’s headquarters corn

Be It enacted by the people ot the State
ot Nebraska,
Section 1. That at the general elec
tion in November 1952, there shall be

of Nebraska for approval the following
amendment to Article III, section 19,
of the Constitution of Nebraska, which
is hereby proposed by the Legislature:
"Sec. 19. The Legislature shall never
grant any extra compensation to any
public officer, agent, or servant after
the services have been rendered nor
to any contractor after tne contract
has been entered into, nor shall the
compensation of any public officer, in
cluding any officer whose compensa
tion is fixed by the Legislature, be
increased or diminished during his
term of office exoept that, when there
ara officers elected or appointed to
a court, board, or commission having
more than one member and tne terms
of one or more members commence
and end at different times, the com

Be it enacted by the people ot the State
of Nebraska,
Section 1. That at tha general elec
tion in November, 1952, there shaU be
submitted to the electors of the State
of Nebraska, for approval, the follow
ing amendment to Article III, section
7, of the Constitution of Nebraska,
which is hereby proposed by the Legis
lature.
" Sec. 7. Members of the Legislature
shall be elected for a term of two
years beginning at noon on the first
Tuesday in January in the year next
ensuing the general election at which
they were elected. Each member shall
be nominated and elected in a non
partisan manner and without any In
dication on the ballot that he la affili
ated with or endorsed by any political
party or organization. Each member
shall receive and be paid the sum of
one thousand two hundred fifty dollars
per annum, payable in such manner
and at such times as may be provided
by law. In addition to his salary, each
member shall receive and be paid an
amount equal to his actual expenses
in traveling by the most usual route
once to ana returning from each regu
lar or special session of the Legisla
ture. Members of the Legislature shall
! receive no pay nor perquisites other
than said saJdry and expenses. Em
ployees of the Legislature shall receive
no compensation other than their
salary or per diem."

from each of the six districts; two
members shall be elected for two
years, two for four years, snd two for
six years. In each general election
thereafter two members shall be
elected fox six year terms from dis
tricts as prescribed by the Legis
lature.”
“Sec. 18. The State Board of Edu
cation shall appoint and fix the com
pensation of the Commissioner of Edu
cation, who shall be the Executive
Officer of the State Board of Educa
tion and the administrative head of
the State Department of Education,
and who shall have such powers and
duties as the Legislature may direct.
The board shall appoint all employees
of the State Department of Education
on the recommendation of the Com
missioner of Education.”
"Sec. 17. All provisions in the Con
stitution of Nebraska and laws of the
state relating to the Superintendent of
Public Instruction shall, insofar as
such provisions are applicable, apply
to and mean the State Department of
Education, the State Board of Educa
tion, or the Commissioner of Educa
tion as the case may be.”
(2) To amend Article IV, section 1,
to read as follows:
“See. 1. The executive officers of
the state shall be the Governor, Lieu
tenant Governor, Secretary of State,
Auditor of Public Accounts, Treas
urer. Attorney General, and the heads
of such other executive departments
as set forth herein or as may be estab
lished by law. The Legislature may
provide for the placing of the above
named officers as heads over such de
partments of government as it may by
law establish. The Governor, Lieuten
ant Governor, Attorney General, Sec
retary of State, Auditor of Public
Accounts, and the Treasurer shall be
chosen at the general election held in
November, 1954, and in each even
numbered year thereafter, and their
term of office shall be two years and
until their successors shall be elected
and qualified. The records, books, and
papers of all executive officers shall
be kqpt at the seat of government, and
such officers, excepting the Lieuten
ant Governor, shall reside there during
their respective terms of office. Offi
cers in the executive department of
the state shall perform such duties as
may be provided by law. The heads of
all executive departments established
by law, other than those to be elected
as provided herein, shall be appointed
by the Governor, with the consent of
a majority of all members elected to
the Legislature, but officers so ap
pointed may be removed by the Gov
Srnor. Subject to the provisions of
his Constitution, the heads of the
various executive or civil departments
shall have power to appoint and re
move all subordinate employees in
their respective departments.”
(3) To amend Article VII, section 1,
to read as follows:
"Seo. 1. The Governor, Secretary of
State, Treas i#er, Attorney General,
and Commissioner of Education shall,
under the direction of the Legislature,
constitute a board of commissioners ,
for the sale, leasing, and general man- j
agement of all lands and funds set
apart for educational purposes, and ,
for the investment of school fund* in '
such manner as may be prescribed j
by law.’*
(4) "To amend Article VII, section i
13, to read as follows:
‘‘Sec. 13. The general government of <
the state normal schools as now exist- j
lng, and such other normal schools as (
may be established by law, shall be ]
vested, under the direction of the Leg- ,
lslature, in a board of seven members ,
to be styled Board of Education of i
State Normal Schools, six of whom >
shall be appointed by the Governor, <
with the advice and consent of the 4
Legislature, two each for a term of 4
two, four, and six years, and two each 1
biennium thereafter for a term of six j
years, and the Commissioner of Edu- 4

the yeas and nays, and published once
each week for three consecutive weeks,
in at least one newspaper in each
county, where a newspaper is pub*
lished, Immediately preceding the next
election of members of the Legislature.
At such election said amendments Shall
be submitted to the electors for apt
proval or rejection upon a ballot sep*
arate from that upon which the named
of candidates appear. If a majority
of the electors voting on any such
amendment adopt the same, ft shall
become a part of this Constitution, pri
vided the votes cast in favor of sucn
amendment shall not be less than
