Die Situation im Senat.
Washington, 12.Sept. Tief
Silber-Senatoren schlagen viel Kapital;
aus dem Umstande, daß heute, wie siej
behaupten, eine Abstimmung zu ihrenå
Gunsten ausgefallen fei. Senntor
Stein-et hatte nämlich dreieinhnlb Stun
den geredet; er fand es dabei nöthig, ein
Qnmun zusammenttommeln zu lassen,
weil die Senatoren, denen das Ge
schmätz zu langweilig geworden war, sich
in die Gerderobenzimmec zurückgezogen
hatte-, und war ermüdet. Um ihm nun
Geiegmyell zu gesen, ncy zu eryoten
und morgen wieder um so frischer ingle
gen zu können, ward ein Vertagungäam
trag mit 30 gegen 27 Stimmen ange
nommen. Die Silber-Senatoren tri
umphitten, denn da einige Widerruf
Senatoren gewünscht hatten, Stewatt
solle heute noch eine Stunde weiter spre
chen, und damit nicht durchgedrungen
mea, so schrieben sie sich einen Sieg zu.
Aber dieser Sieg eristirt nur in ihrer

Gelangt aber die Debatte in das Stadi
um, wo die Obstruktionisten anfangen,
die Verfassung abzulefen oder aus Bü
chern vorzutragen, utn nur Zeit damit
hinzudringen, dann dürfte sich die Sache
anders gestalten. Senator Voorhees hat »
noch nichts von seiner Schneidigkeit ein-s
gebüßt und diese wird dann wieder her
vorragend in’s Spiel kommen. Heute
legte er z. B. die letzthtn von ihm ange
lündigte Resolution vor, daß der Se
nat in Zukunft um elf Uhr anstatt zwölf i
Uhr zusammentreten solle, und erklärte, E
er werde dieselbe morgen anrufen· Se- s
nator Perris bezeichnete das Vetfahrenj
als »ungewöhnlich«, es ift aber fraglich,
ob die Silber- Ssenatoren Qppomion va
gegen eiskiken dürfen, da eine namentli
che Abstimmung eventuell als ein Testoo
tunc aufgefaßt werden könnte Aber
sollte der Boothee’fche Beschluß zur An
nahme gelangen, so werden sie daran
.besiehen, daß eine beschlußfähige Anzahl
von Senats-ten zugegen sein müsse, um
Idie Geschäfte zu erledigen.
i Wie lange die leitenden Willen-ass
Senatoren noch den Bemühungen der
Gegner ruhig zusehen werden, ist nicht
nach Tagen zu bestimmen. Dies hängt
eben sen Umständen und namentlich von
den spukte-neu ab, welche der Debatte
anhasten mögen. Aber vieleAenderungens
sprechen dafür, daß der Kamps vielleichtj
schon in nächster Woche akut werden mag. j
Dein Bise- Präsidenten kann unter Um
ständen eine entscheidende Rolle zufallen. !
Senats- Regel 19,Paragraph1, besagt:,
Wenn ein Senator zu sprechen wünscht, «
so soll er sich erheben nnd den präsidirem '
den Beamten anreden, nnd soll nicht tnits
seiner Rede beginnen, ehe ihm das Wortx —
ertheilt is « Unter dieser Regel steht es
in der Macht des Bize-Prösidenten, dert
Debatte Einhalt zu thun nnd etwa Se
natar Voorhees das Wart zu einem An- -
trage, die Festsetzung der Abstimmungs
betreffend, zu ertheilen. Ein Präzedenz- j
fall dafür liegt vor, da Witze-Präsident
Mortott, alS die Fette-Bill debattitt
wurde, ähnlich handelte. Sollte die:
Silber-Senatoren dagegen protestiken,’«
so kann Vize-Ptäfident Stevenson sie«
außer Ordnung erklären; gegen diese
Entfcheidung mögen sie appelliren; da
aber eine Majorität den Vize-Pkäsiden- H
ten unterstühen würde, so fiele die Be
kufung durch und die Abstimmung wäre
damit als in Ordnung erklärt. Ein fol

einer Majorität des Senats finden, wen

Bei der Partnäckigteit, mit welcher-s
eine Anzahl Senatoren darauf bebarren,
einer Abstimmung utn jeden Preis in deni
Weg zu treten, wird es mit der Zeit sieh?
iür die Majorität nothwendig erweisen, ,
zu einem drastischen Mittel zu greifen,
und der Vorwurf, daß dergleichen revo- 7
lutionär fei, kann von den Obstruttio
nisten kaum gemacht werden, denn sicher
lich gäbe es kaum etwas, das in höherem
Grade revolutioan wäre, als die That
sache, daß eine unbedeutende Faktion die
Mehrheit daran verhindern kann, die
vorliegenden Geschäfte zu erledigen. Die
Majorität des Senats wird kaum bis in
unabsehbare Zeit hinein als Oelgöyen
dasitzen und die Hände in den Schoß le
gen wollen, während etwa zwei Dutzen
Silber-Senatoren ihnen auf der Nase
